In 1992, the constitutional amendments number 73rd and 74th gave recognition and protection to local governments. Since India is a federal structure, each state has its own legislations to manage local governance. The whole objective of strengthening local governance was to decentralize the administration, enhance people's participation in local governance and more effective implementation of rural development programs.
In Kerala, the number of local bodies have increased significantly. There are currently 941 Grama Panchayats, 152 Block Panchayats, 14 District Panchayats, 87 Municipalities, 6 Municipal Corporations and 1200 Local Bodies. Through the 13th Five Year Plan (2017-2022), The Local Self Governance Department, Government of Kerala aim for a significant improvement in local resource mobilization and will recommend combination of incentives to achieve the goals of people's planning. During the plan period, local governments will take a watershed based approach to addressing problems related to agriculture, drinking water, and management of natural resources. An important goal of the second campaign is to enhance production, particularly by means of nature-friendly agriculture and agro- and food-based manufacturing. All landless and homeless will be rehabilitated . This is a massive housing campaign to build houses for families without land or housing. Emphasis will be on financial empowerment and providing means of livelihood.
4. Impact Kerala:
A company aims at Investment in Municipal and Panchayat Asset Creation for Transformation
5. Kerala Local Government Service Delivery Project (KLGSDP).
