Government of Jharkhand -Ministry of Forest, Environment and CC- Invites Expression of interest for empanelment of NGOs/ Consortiums / companies / organizations for Micro planning, perspective plan and landscape survey report preparation under Green India Mission (GIM). Department of forest, environment and climate change - Government of Jharkhand is working on Green India Mission as part of the National Action Plan on Climate Change along with fulfillment of the state action plan on climate change. As per design of the program 25 landscapes are selected across different divisions based on the vulnerability assessment.

Expressions of interests are invited from NGOs / Consortiums / companies / organizations to provide services for institution development training and capacity building along with preparation of micro plans, perspective plan at landscape level and landscape Survey under Green India Mission program covering 25 landscape (L2s). The objective of the assignment is to prepare Micro plan and perspective plans along win landscape survey through PRA exercise. Mitigation and Adaptation Plans, Institutional Development Community Training and Capacity building, forest based Livelihood systems and Participatory Monitoring and Learning etc involving JFMCs. Micro plans should submitted in 10 copies and perspective plan should be submitted in 5 copies each. Organization should also submit the primary records to the DFO's office like survey formats, PRA sheets and any other documents related to preparation of micro plan and perspective plan. Soft copies of the same should be submitted to the DFO's office in a DVD/CD.

Experienced and technically competent NGOs / Consortiums / companies / organizations with experience in PRA, micro planning process, Training & capacity building, planning of mitigation and adaptation plans should be apply for empanelment. The organization should be registered legal entity of at least 5 years standing. Organization applying should have a team of qualified professionals having sufficient knowledge of climate change issues particularly in community driven development with participatory approach.

Interested NGOs / Consortiums / companies / organizations may apply by providing detailed information about their standing, qualification to perform the services, details of similar assignments, experience of performing in similar conditions, proposed team, their qualification and experience etc. Role of the resource support NGOs / Consortiums / companies / organizations will be to get the micro plan passed through the JFMCs, Gram Sabha, FDA and District planning committee in coordination with the respective DFOs. Resource support organization may be involved in the implementation phase based on the services rendered during the planning phase.

NGOs / Consortiums / companies / organisations having prior experience of planning on Green India Mission. Will have advantage, Experience of working in Jharkhand scenario, with appropriate competency may be an added advantage.

Interested NGOs / Consortiums / companies / organizations should submit their technical and financial bids separately under two envelope systems for providing services. Technically qualified organizations will qualify for opening of financial bids and then final selection will be made for empanelment. Period of assignment: The assignment has to be completed within two and a half months.
