Expression of Interest are invited for Digital Agricultural Diagnostic Exercise and Implementation Plan State of Maharashtra Issue Date and Time: Feb 28, 2024 05:54 Closing Date and Time: Mar 14, 2024 22:59 Background: The State of Maharashtra-S Agribusiness and Rural Transformation Project (Smart) is a World Bank-Supported Project with the Government of Maharashtra (Gom) to Support the Development of Inclusive and Competitive Agriculture Value Chains; Focusing on Small Holder Farmers and Agri-Entrepreneurs in the State. The Project Aims to Strengthen and Speed up the Ongoing Transformation of Agricultural Systems in the State; Enhance Institutional Capacity to Manage that Transformation; And Expand the Role of the Private Sector in the Production; Processing; Value Addition; And Commercialization of Crops and Livestock products.a Focus of the Project is in Enhancing Uptake of Digital Agricultural Technologies (Dats) in the State through Supporting Tie-Ups between Dat Providers and Farmer Producer Organizations (Fpos) . The World Bank; Through Support from the Korea World Bank Partnership Facility (Kwpf); Is Also Providing Technical Assistance to the Gom to Implement the Dat Work and Enhance Adoption of Dats by Farmers. The World Bank Supported the Gom in Conducting an Assessment to Identify the Digital Agriculture Needs of the Farmer Collectives in the State. Six Thematic Areas were Identified in Which Farmers Need Support: (I) Digitization Solutions for Farmer Collectives; (Ii) Value Chain Actor Aggregation Platforms; (Iii) Precision Agriculture and Automation Services; (Iv) Urban Food Systems and Logistics Solutions; (V) Market Linkage and Traceability Solutions; And (Vi) Access to Financial Services. An Agtech Identification Challenge to Identify Promising Dats in Six Thematic Areas was Held in may 2022 and 61 Dats were Identified. The Project is Now in the Process of Mediating between These Dats and Fpos to Develop Partnership Proposals for Support. The Gom is Now Keen to Scale up Adoption of Adoption Dats in the State through a More Supportive Policy Framework and Specific Interventions. Scope of Work:* Assess Existing Policy Framework on Dat in the State and Identify Areas for Change Based on Best Practices in Other States and Countries towards Scaling up Use of Dats.* Identify Gaps / Barriers to Wider Adoption of Dats in the State Based on Consultation with Stakeholders.* Identify Relevant Best Practice Examples of Dat Adoption within India - and Selected Other Countries - Which have Resulted in Improved Service Provision to Farmers and Improved Economic Outcomes for Them - Which can be Replicated in the State. * Identify Specific Thematic Areas within Agriculture - Taking Work Done within the State so Far into Consideration - to Target for Specific Interventions; With a Focus On: (I) Opportunity Areas Based on Market Demand and Commercial Viability; (Ii) Identify Areas Where Adoption of Dats has Public Good Benefits and There is a Strong Rationale for Public Support and (Iii) Identify Areas Where Gap Financing can Leverage Greater Private Sector and Farmer Engagement with Dats. * Recommend Design of Policy and Development Interventions that can Support Adoption of Dat Services in the State. Develop Implementation Plan and Budget for the Interventions.* Organize a Consultation Event / Workshop in Maharashtra to Convene Government Agencies and Key Stakeholders for the Purpose of Advancing the above objectives.deliverables* Inception Presentation and Methodology for Assignment. (Within 1 Month)* Consultation Event / Workshop (within when?)* Interim Presentation on Findings of Assessment. (Within 3 Months)* Presentation and Discussion of Findings of Assessment and Discussion with the Government of Maharashtra. (Within 5 Months)* Final Report on Findings and Recommendations; Including Design and Budget Estimates of Recommended Interventions that can be Implemented by Gom. (Within 6 Months)the Overall Duration of the Assignment is Six Months. Eligibility Criteria* Legal Entity Operating in India for at Least Five Years.* Prior Experience of Working in Digital Agriculture with the National and State Governments.* Consultants with Prior Experience of (I) Working on Agristack with the Government of India and (Ii) in Developing Operational Plans for Rolling-out Digital Agriculture Strategy with Governments (of Any Country) will be Given Preference.* Strong Capabilities in Managing Diverse Teams and Effectively Engaging with a Range of Stakeholders; Including Farmers; Policy Makers; And Technology Experts.* Financial and Organizational Capacity to Undertake a Project of this Scale and Importance.
