Project (MURDAMIP)
The Government of India has applied for financing in the amount of US$ 352.40
Million equivalent from the Asian Infrastructure Investment Bank (AIIB) toward the
cost of the Manipur Urban Road, Drainage and Asset Management Improvement
Project (MURDAMIP), and it intends to apply part of the proceeds to payments for
goods, works, non-consulting services and consulting services to be procured under this
project.
The project will include the following components:
• The primary component of the project is to provide all weather, climate change
resilient and low-maintenance urban concrete road network within the Greater Imphal
area with improved road safety measures, robust drainage system and dedicated utility
conduits for ease of living & improved quality of life of people and economic
prosperity, sustainable overall development & inclusive growth of the state.
• The project shall also establish a Road Asset Management System (RAMS) as
an enhancement of Executing Agency-s assets to improve the efficiency in road
planning & construction and especially in road maintenance. Community-Based
Maintenance (CBM) Program for the Routine Maintenance components is also
proposed to be introduced as a pilot project. The RAMS Consultant shall develop the
methodology and modality for the procurement and implementation of the CBM
Program. The implementation of CBM activities during the mandatory maintenance
period of the project shall be monitored by the Construction Supervision Consultant.
• A hydrological study of the Imphal basin for alleviating the seasonal flooding
shall also be covered under the scope of this project.
Four (4) civil works contracts and one (1) consultancy firm (Construction Supervision
Consultant) are to be procured through Open International Competitive Procurement.
Additionally, the following four (4) consultancy firms and two (2) individual
consultants are to be procured through Open National Competitive Procurement:
• Resettlement Plan and Indigenous Peoples Plan implementation agency
• Consultant for development of Road Asset Management System (RAMS)
• Internal Audit firm
• Consultant for Hydrology and Flood Risk Management Study
• Quality Audit & Project Scheduling Expert
• Financial Management Expert
