The primary goal of this Request for Proposals (RFP) is to identify local non-profit partners with whom the San Francisco Department of Elections (DOE) can collaborate to provide outreach on non-citizen registration and voting (NCV) in the November 5, 2024, Board of Education Election. This outreach will be directed to both eligible non-citizens who have voted in previous local Board of Education elections and new registrants. (Per local law, and unlike California voter registration, San Francisco-s NCV registration is valid for only one Board of Education Election cycle and must be renewed.) To inform eligible non-citizen San Franciscans about registration and voting options, in the City-s next Board of Education Election, the DOE will supplement direct outreach, which includes official notices, materials, and events, with indirect outreach through non-profit organizations. As with the DOE-s own outreach, outreach through local non-profit partners must be multilingual, multiformat, consistent with all applicable law, and entirely non-partisan. Accordingly, any and all successful grantees under this RFP will receive comprehensive training and official materials from DOE.
