Supporting Power Market Reforms for Renewable Energy Integration - Supporting power market reforms in India Deadline of Submitting EOI: 17-Sep-2022 11:59 PM Manila local time Estimated Short-listing Date: 20-Sep-2022 Estimated Commencement Date: 15-Nov-2022 Estimated Commencement Date: 1, 500, 000 USD Engagement Period: 18 MONTH The proposed policy support from Asian Development Bank (ADB) and KfW aims to reform the Indian power market to facilitate renewable energy integration and facilitate decarbonization of the power sector (Reform Area 1), and improve financial performance, corporate governance, and consumer service quality of electricity distribution companies (Reform Area 2). The policy-based loan (PBL) modality will be adopted which will support policy actions that are crucial for meeting these aims. The proposed Power Sector Reform Program will improve sector-s financial sustainability and service quality with advancement of renewable energy integration towards carbon neutrality. Further to the PBL, ADB and KfW propose value-adding technical assistance (TA) toward refining and fine-tuning the guidelines for implementing the policy actions, and where possible and relevant, also for implementing policy actions. While ADB will focus on TA support for Reform Area 1, KfW will focus on Reform Area 2. ADB has discussed and agreed upon with Ministry of Power (MOP) to engage consultants to provide value-adding technical assistance on four broad themes under Reform Area 1.
