1 INTRODUCTION AND BACKGROUND:1.1 The United Nations Economic Commission for Africa, Addis Ababa Headquarters, hereinafter referred to as “ECA” with its Headquarters located in Menelik II Avenue, Ethiopia, is established by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN's five regional commissions. ECA-s mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa's development.1.2 ECA is inviting proposals for the award of a Long-Term Agreement (LTA) to satisfy the purpose outlined in the title stated above. The LTA will be entered into for the period of one (1) year and will be extended for an additional four (4) years subject to satisfactory contractor performance.1.3 The RFP document sets out the bidding instructions and compliance requirements for contractor wishing to submit a proposal to undertake this contract.
