NOTICE OF INTENT TO SOLE SOURCEThe Department of Veterans Affairs, Network Contracting Office (NCO) 21, located at 6900 North Pecos Road, North Las Vegas, NV 89084 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 SimplifiedAcquisition Procedures (SAP).This is an intent to sole source notice for commercial items prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This announcement constitutes the only notice of intent to sole source and synopsis of the proposed action.Based on Government needs, to include the allowance of time for the restructuring to a lease requirement. Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 21 intends to negotiate/award a short-term sole-source contract to Emerald Textile, LLC for a Base Period of three (3) months plus a one-year option. At the conclusion of this period, it is anticipated that this requirement will be solicited by the Leasing Service on a full and open competitive basis. The statutory authority for this non-competitive acquisition is FAR 13.106- 1(b)(1)(i) as implemented by FAR 6.302-1.The North American Industry Classification System (NAICS) for this requirement is, 812332 Industrial Launderers. Product of Service Code for this requirement is S209 Housekeeping- Laundry/Drycleaning. The Small Business Administration (SBA) size standard for this sector is $47.0 Million.This notice of intent is neither a formal solicitation nor a request for competitive proposals. Nosolicitation document is available and telephone requests will not be honored. No award will be madeon the basis of unsolicited quotations or offers received in response to this notice.
