Project Description: The UK MOD SKYNET Enduring Capability (SKEC) Delivery Team have invited the Wideband Satellite System (WSS) PQQ down-selected industry members to respond to the WSS Invitation To Negotiate. Please see the Opportunity Attachment below for more details. The SKYNET Enduring Capability (SKEC) Project will deliver the next era of satellite communications (SATCOM) to the MOD using new space assets. The Wideband Satellite System procurement is for the design, manufacture and post-design services of up to three wideband GEO satellite systems, associated ground equipment, and launch operations incorporating measures deliver an Assured Capability. The functionality of the requirement will include x band, Mil-Ka band and UHF broadcast communications payload serving multiple service areas; Secure Telemetry, Tracking and Command using x, Mil-Ka and S-bands; Inter-satellite links for both communications payload traffic and STT&C; ability to link to anchors at Mil-KA and x band; Nuclear radiation hardening at SAL-2 and protective measures and have a minimum life of 15 years. These satellite systems, and the procurement, are known as the SKYNET Enduring Capability Wideband Satellite System (SKEC WSS). The SKEC WSS procurement is exempt from the Public Contracts Regulations 2015 (PCR) and the application of the Defence and Security Public Contracts Regulations (DSPCR) 2011 to protect UK essential security interests. The obligations, rights, and remedies under the PCR and/or DSPCR therefore do not apply to this Procurement.
