Madagascar is one of the poorest countries in the world. Poverty is particularly widespread in rural regions. The state is hardly represented there, which affects local development, as well as access to public services, education, health and poverty reduction. The World Bank is ashamedNow, the proportion of the population living on less than $2.20 per day has risen to more than 80% percent. An important tool to combat poverty is decentralization and strengthening communities. The national legal framework for this was established in 2023 with the Plan Nationalpour la Decentralization Emergente (PNDE). So far, the municipalities have only been able to act to a limited extent due to their precarious financial situation. In addition, there is a lack of know-how and skilled workers to exploit the income to which they are entitled and to provide good services for the population.In addition, communities rarely work with civil society and the private sector to improve access to basic services and promote local economic development.
