The services described on the present tender are to carry out an overall review of the regulatory framework and procedures governing the implementation of renewable energy projects, in particular the tendering systems based on different modes specified in the Algerian regulatory framework, such as the investor"s tender ( 100 MW installed capacity, local content regulation applies), auctions (10 - 20 GWh/year, to be tendered by regulator CREG) and turnkey EPC project tenders by power utility Sonelgaz, and to establish detailed ready-to-be-applied recommendations on this basis, in order to enable Algerian institutions to issue new documents more in line with internationally applied standards. To reach those objectives, the following sub-objectives are to be achieved: - Initiation and Inception mission : o Share, review, and validate the technical offer (project plan) and clearly define and articulate key mission goals in an inception report for a shared understanding through a kick-off-workshop. - Tendering support and capacity building: o Provide comprehensive support for diverse tender formats: auctions, EPC tenders, and investor calls. And offer mentoring opportunities to guide stakeholders in the related aspects of tendering in the three above-mentioned formats. o Strengthen capacity-building initiatives to ensure sustained growth and competitiveness. - Environmental and social impact analyses and recommendation. - Quality, feasibility, and compliance : o Establish a ro...
