Tenders are invited for Acquisition of Surgical Masks and Gloves for Health Structures for the Protection of People Exposed as Part of the Response to the COVID-19 pandemic in Mali

1. The Government of the Republic of Mali has received a donation and a credit from the International Development Association to finance the "COVID-19 Emergency Response Project in Mali (PIU COVIS-19)", and to intends to use part of this donation and credit to make payments under the Contract for the Acquisition of surgical masks and gloves for health facilities for the protection of people exposed as part of the response to the COVID-19 pandemic in Mali. For this contract, the Borrower will use, where applicable, the Direct Payment disbursement method, as defined in the World Bank Disbursement Guidelines for Investment Project Financing, except for payments for which the contract provides for the use of letters of credit.

2. The Coordination Unit of the Regional Project for the Improvement of Disease Surveillance Systems in West Africa - Third Phase (REDISSE III), in its capacity as the Implementing Agency of the Emergency Response Project COVID-19 in Mali (PIU COVID-19), invites closed offers from eligible bidders meeting the qualifications required to supply surgical masks and gloves in favor of health structures for the protection of people exposed in the context of the response to the COVID-19 pandemic in Mali, including the provision of planned Related Services, in one (01) single lot.
The place of delivery and receipt of supplies is: Department of Pharmacy and Medicine (DPM) stores, Bamako - Republic of Mali.
The delivery time for supplies is left to the initiative of the Tenderers but must in no case exceed twelve (12) weeks from the date of notification of the contract sent to the Supplier by the Purchaser.
A margin of preference applicable to certain supplies manufactured locally will not be granted to eligible bidders.

3. Procurement will be conducted by National Competitive Bidding (NCB) as defined in the "Guidelines: Procurement Financed by IBRD Loans and IDA Credits and Grants", and open to all bidders from eligible countries as defined in the Guidelines.

4. The qualification requirements are:
(a) Financial capacity:
The Bidder must provide written evidence that it meets the following requirements:
• Average annual turnover for the last 3 years or from the date of creation if the Bidder has less than 3 years of existence, must be at least equal to 450, 000, 000 FCFA.
Newly created companies whose date of establishment of the first balance sheet has not arrived at the date of submission of offers are exempted from the production of financial statements. However, they must provide either a bank commitment to finance the contract; or statements from banks or authorized financial organizations attesting to the availability of funds up to 450, 000, 000 FCFA.
(b) Specific experience:
Having successfully completed at least 02 contracts involving similar supplies over the past 03 years.
(c) Documentary evidence: Provide written evidence to demonstrate that the supplies comply with commonly accepted standards in this area, in particular those of the WHO, and certified by a recognized accredited laboratory.
(d) Technical Capability and Experience:
For the items of the Contract that the Bidder manufactures, the Bidder must demonstrate, with supporting documentation, that:
(i) it has manufactured Goods of a similar nature and complexity for at least three (03 ) years, before the deadline for submission of the offer; And
(ii) its annual production capacity for supplies of a similar nature and complexity for each of the last three (03) years before the deadline for submission of the offer, is at least two (02) times the quantities specified in the contract .
(e) Manufacturer's Authorization:
A Bidder who does not manufacture one or more items for which a manufacturer's authorization is required must provide evidence that it has been duly authorized by a manufacturer to deliver the Supplies.
If the Bidder is not the manufacturer, but is offering Supplies on behalf of a Manufacturer for which a Manufacturer's Authorization is not required, the Bidder shall submit documentation of its status as a supplier to the satisfaction of the Purchaser. (ex: authorized distributor of these elements).

5. All bids must include a bid guarantee for an amount of Nine million (9, 000, 000) CFA Francs xOF or its equivalent in a freely convertible currency.
