Tenders are invited for Terms of Reference for the Activity of Training of Local Leaders

The activity will gather 160 local leaders including 8 districts disability mainstreaming officers (DMO), 8 district officers for Joint Action Development Forum (JADF), 24 Sector Social affairs, 96 social Economic Development Officers (SEDO), 24 PWD representatives at Sector level (NCPD Coordinators) in using model referral system complaint with the CRPD. 8-days training for 160 local leaders from targeted Sectors (50% women) on using model referral system compliant with the CRPD, will be delivered in Year 1 in Bugesera, Muhanga and Musanze. The training aims to enhance the capacities of local leaders in effectively implementing and monitoring the Convention on the Rights of Persons with Disabilities (CRPD). It is organized under the European Union -funded intervention focused on promoting inclusive socio-economic services and eliminating discrimination against Persons with Disabilities (PWDs) in Rwanda.

OIPPA will lead in this training in 4 series with support from other implementing partners. 2 districts will be combined together for the sessions.

4. Objective: The overall objective is to create a more inclusive society for PWDs in Rwanda. The project aims to achieve specific outcomes, including the passage of new laws or policy initiatives favoring PWDs and the improved well-being of at least 80, 000 PWDs by the project's end.

Specific objectives of the activity

Objective 1: To provide local leaders with an in-depth understanding of the Convention on the Rights of Persons with Disabilities (CRPD), the outcomes of the Global Disability Summit, and various national and international disability rights instruments.

Objective 2: To strengthen the abilities of local leaders in the effective implementation and monitoring of the CRPD.

Objective 3: To equip the leaders with the necessary knowledge and skills to utilize a model referral system that aligns with the CRPD, and to report objectively on issues related to Persons with Disabilities (PWDs).

Objective 4: To enhance the capacity of local leaders to identify, prevent, and combat discriminatory practices against PWDs, and to develop strategies and methods that promote and ensure the inclusion of PWDs in socio-economic opportunities.

5. Scope of Work for the Training

Capacity Needs Assessment: Assess leaders- understanding of PWDs- rights, international human rights instruments, and advocacy skills, and provide a detailed report on the findings before and after the training.
Training Design and Content: Develop a comprehensive training module to enhance leaders- capacities.
Targeted Participants: Conduct the training in four phases for a total of 80 participants. Each phase will include representatives from the District Mayor-s Office, Joint Action Development Forum, Sector Social Affairs, Cell Economic Development Officers, and National Council of Persons with Disabilities, totaling 20 participants from each selected district and particular cells.
