Advanced Reconnaissance Vehicle (ARV) Engineering and Manufacturing Development (EMD) Request for Information (RFI) and Market Survey

Market Survey: The Army Contracting Command-Detroit Arsenal (ACC-DTA) is conducting Market Research to inform pre-solicitation activities in advance of a potential future issuance of a Request for Proposal (RFP) for the EMD phase of the Advanced Reconnaissance Vehicle (ARV) program in support of United States Marine Corps, Program Manager, Light Armored Vehicles (PM LAV). The EMD RFP is planned to solicit the design and test of three Mission Role Variants (MRVs), the ARV Command Control Communication and Computers (C4) Unmanned Aerial System (UAS) (“ARV-C4UAS”), the ARV 30mm Autocannon (“ARV-30”) and ARV-Logistics (“ARV-LOG”).

Purpose: The purpose of publicizing this market survey is to aid in the continued development of a future acquisition strategy, identify the number of interested small businesses and other-than-small businesses, gather information for planning purposes about the capabilities of each industry source as defined in Federal Acquisition Regulation 15.201(e), and obtain feedback on the draft P Spec, Statement of Work, Attachments and answers to specific questions below.

Background: The ARV is a new, purpose-built combat vehicle system, mobile on land and water, and capable of service as the manned hub of a Robotic and Autonomous Systems (RAS) empowered team. ARV will employ transformational sensor, communications, and combat capabilities to collect and communicate information, while integrating robotics and artificial intelligence technologies into manned-unmanned teams.
