Expression of Interest are invited for Advisory on the Design and Implementation of a DPI Pakistan-Specific Architecture

The Consultant will be responsible to provide global best practice advisory (just-in-time technical assistance) on the design and implementation of a Pakistan-specific architecture of digital public infrastructure (DPI) through the Digital Economy Enhancement Project (DEEP) which has the development objective of enhancing the Government-s capacity for digitally enabled public services delivery for citizens and businesses.

Consultancy Objective: The Consultant will be responsible to provide global best practice advisory (just-in-time technical assistance) on the design and implementation of a Pakistan-specific architecture of digital public infrastructure (DPI) through DEEP.

The Consultant Firms are invited to present their proposal. The presentation must highlight the Consultant-s understanding of the following:

1. Explanation of the stakeholders in Pakistan with respect to the implementation of Digital Public Infrastructure

2. Suggested list of priority use cases for improving service delivery in Pakistan

3. Suggested Governance model for enabling the development and operations of DPI in Pakistan

4. Suggested institutional reform models for enabling a whole-of-government approach to services delivery in Pakistan.

5. Propose key enablers for personal data protection

Proposed broader architecture, functional requirements and technical specifications for the national data exchange, digital ID, and payment platforms that enable their integrated deployment as DPI in Pakistan
