Tenders are invited for Advisory for structuring and implementing an Integrated Mass Transport System in Manizales.
Manizales, the capital of the Caldas Department in Colombia, has developed a Climate Change plan 2050, which seeks mitigation and adaptation to climate change through a series of actions and projects to be implemented over the next 30 years. The outlined plan is already being implemented through strategic projects, among which implementing an Integrated Public Transport System (Sistemas Integrados de Transporte Publico, SITP) stands out. A cornerstone of the SITP project is the gradual renewal of the bus fleet, starting with 20% of new buses with electric technology in the first two years of operation. The SITP also includes deploying a technological platform that will allow the collection and analysis of operational data to support decision-making and guarantee stable and optimized operation. This platform will be implemented across the various components of the system to create a fully integrated system and lay the foundations of a Smart City. Due in part to the COVID-19 pandemic's impact on public transportation demand and operation, Manizales needs to update its demand projections and resulting financial analysis. The city is looking to execute this update while (i) mitigating the risk of overestimating demand and (ii) implementing the SITP technological platform for operation data collection. Indeed, other SITPs across Colombia are suffering the financial consequences of having overestimated demand at the feasibility phase, and using a technological platform to obtain actual operation data instead of sample data would be a way to mitigate this risk. The technical platform mentioned above will be developed in two phases, first, an initial platform that will be used to collect demand data as required for the city's immediate needs, and an ideal platform that will include advanced applications and an integrated payment platform (A digital payment platform has already been implemented for the operation of Manizales cable). For an adequate estimation of demand, the city of Manizales has started with the design and study of the primary platform that would consist of onboard GPS equipment and manual counting of passengers through an App to be collected by contractors. IFC is supporting Manizales with technical support to design and select the technological platform successfully. These tasks will ensure accurate decision-making and a successful transition to electric public mobility. The purpose of the requested advisory services is to assist IFC in delivering strategic advice in connection with the public transport system for the city of Manizales. Broadly, the following objectives must be met through this advisory workstream.1.Review, assess, and formulate recommendations on the primary platform's current design and implementation plan to ensure the platform's objectives are met.2.Review, assess, and update the city's feasibility study components related to its definitive technological platform as needed. 3.Recommend a technology-based data collection system that helps measure various aspects of the current bus-based transport system's usage, efficiency, and occupancy, including a gender approach based on global case studies.4.Provide recommendations on the integration of a collection platform, considering the platform currently used in Manizales's cable car operation5.Identify the requirements of a transport data analytics and operations platform, including integrated fare collection that can use various data collected and develop reports and analytical models to understand the current trends and help predict and develop capacity planning models for the Manizales transport system.6.Assess costs associated with the implementation of the system.
