Tender Details

The object of the procurement is the execution of observation flights for forest fires.

According to Section 31 of the Rescue Act (379/2011), the regional administrative agency must organize effective forest fire surveillance in a sparsely populated region, if the danger of a forest fire is obvious. The task is centralized nationwide in the regional hall of Northern Finlandntovirasto (later PSAVI). The service providers selected in the upcoming tender will produce forest fire surveillance flights on behalf of PSAVI.

Surveillance will be produced with aircraft and trained personnel on pre-planned routes based on the Finnish Meteorological Institute's forest fire index or aluat the request of the rescue authority. Forest fire aerial surveillance (later aerial activity) is regular surveillance by airplanes to detect wildfires. The operation covers the whole of Finland, and the aim is to prevent wildfires from spreading to a large extent by spotting them in time. Countrytopalos are classified as e.g. forest fires, grass fires and fires in peat production areas.

Flights are performed in accordance with Traficom's national aviation regulations (e.g. OPS M1-34) and PSAVI's instructions.

The tender being prepared concerns 22 different sighting routes located in different parts of Finland. Racingthe required routes will be defined in the tender request and its attachments.
