Notice of Intent to Award a Hybrid Sole Source Contract

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. The Army Contracting Command - Redstone Arsenal intends to award a sole source hybrid Indefinite Delivery Indefinite Quantity (IDIQ) cost plus fixed fee (CPFF) and cost no fee contract for the Integrated Fires Mission Command (IFMC) Project Office to Northrop Grumman Systems Corporation (NGSC), 7575 Colshire Drive, McLean, VA 22102-7508, Commercial Government Entity (CAGE) Code 5FVx5. Pursuant to the authority, 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

This requirement provides system field level planning and engineering, test, configuration and data management, Integrated Product Support, training and training support, and field services for the Air and Missile Defense Planning and Control System (AMDPCS) Tactical Support V (ATS V). Task orders may be issued to provide materials and services in support of foreign military sales cases that involve AMDPCS hardware and software. The AMDPCS provides interoperability for Army Battle Command Systems and Common Operating Environment (COE) / Capability Set (SC) development for the Army-s Air and Missile Defense forces. Design and integration of the AMDPCS will entail AMDWS and FAAD C2 as integral components.
