Pre-solicitation Notice
The United States Special Operations Command (USSOCOM), Special Operation Forces (SOF), Acquisition Technology and Logistics (AT&L), Technology Applications Program Office (TAPO) intends to solicit and negotiate with one source under the authority of FAR 6.302-1 for the procurement of A/MH-6 Aircraft Engineering and Technical Support Services.
Per FAR 6.302-1(b)(2)(ii), Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (1) substantial duplication of cost to the Government that is not expected to be recovered through competition, or (2) unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 3304(b)(2) or 41 U.S.C. 253 (d)(1)(B).
The intended source for this procurement is The Boeing Company, 5000 East McDowell Road, Mesa Arizona 85215-9707 CAGE: 8V613, as the only available source who can support the A/MH-6 rotorcraft platform to provide technical support services and continuing advancement.
The intended award will result in a Cost Reimbursable Plus Fixed Fee, Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The IDIQ will consist of one (1) five-year ordering period. The agency has tentatively assigned North American Industry Classification System (NAICS) Code 541330 - Engineering Services, to the requirement, but interested sources can recommend other NAICS Codes for agency consideration. Small Business Size Standard: $25.5M.
The Contractor shall furnish the personnel, facilities, equipment, and materials necessary to perform the engineering and technical services involving efforts related to the A/MH-6 Aircraft.
