The overarching policy framework of the energy sector in Colombia is articulated in both the National Development Plan (Plan Nacional de Desarrollo, PND) 2022-2026 and the National Energy Plan for 2020 to 2050 (Plan Energético Nacional, PEN 2022-20501). Colombia committed to a Nationally Determined Contribution (NDC) after the COP 21 agreements (ratified on April 22, 2016), to reduce 20 percent its carbon emissions by 2030 when compared to a projected business as usual scenario.2 As a result of its commitment, the country increased this target to 30 percent in its revised NDC submitted in December 2022, establishing a more ambitious target of reducing greenhouse gas (GHG) emissions by 51 percent below business as usual in 2030.The Colombian electricity system is hydro dominated and is highly vulnerable to weather variability (notably El Niño Southern Oscillation, or ENSO events). About two-thirds of the installed capacity is hydro-based and roughly 80% of Colombia-s electricity is produced from hydro resources (the rest supplied mainly by natural gas and coal-based generation).Recent assessments conducted by the Mines and Energy Planning Unit (Unidad de Planeación Minero Energética, UPME) suggest that Colombia has an onshore wind resource with the potential to develop ~30 GW of installed capacity. Colombia has a number of onshore wind projects under development as a result of a couple of tender processes, particularly in the La Guajira region, however permitting issues such as objections from local indigenous populations could slow or halt their progress.Analysis3 published by the WBG-s Offshore Wind Development Program in May 2020, estimated that Colombia has an offshore wind technical potential resource of 109GW, comprising 31GW of fixed wind potential and 78GW of floating potential.
