TheGovernment of Angola is committed to enhancing the business environmentand promoting a digital economy to spur entrepreneurship and diversify theeconomy. In 2023, as part of this project-s preparation, IFC undertook anassessment of Angola-s startup ecosystem highlighting that, with a better legaland regulatory framework and incentives, Angola-s nascent startup ecosystem hasthe potential for growth. Drawingfrom the successful growth of startup ecosystems and the attraction of capitalin other African countries (i.e., Tunisia and Nigeria), Angola has begun theprocess of formulating a Startup Act. INAPEM- the national institute supporting MSMEs, under the Ministry of Industry andCommerce - requested IFC-s assistance to develop the Angola Startup Act andimprove associated regulations to facilitate the creation and growth ofstartups, representing an attractive investment for early-stage investors. IFC´ssupport to this agenda is provided through the Angola Startup Project helpingto improve the business enabling environment for entrepreneurs and startups. TheProject aims to support INAPEM in effectively engaging with the Angolan startupecosystem as part of the Startup Act legislative process. It is crucial toensure that the private sector—comprising startups, potential investors, andsupport organizations—provides feedback as the ultimate beneficiaries of theproposed law and related regulatory amendments. Nigeria serves as an exemplary model, havingsuccessfully adopted a collaborative approach for the development andimplementation of its Startup Act. IFCis seeking the services of a Consultant (firm) to plan and organize a studytour to Nigeria for an Angolan delegation composed of government officials andkey ecosystem stakeholders.
