Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement Natural Resources Canada (NRCan) requires current and accurate analysis of critical battery minerals, electric vehicle (EV) motor materials, and EV sales as a basis for policy advice for senior management within NRCan and other federal departments. The objective of this requirement is to procure data, analysis and forecasts to provide senior management at NRCan and throughout the federal government with the most up-to-date information on the long-term outlook for electric vehicles (EVs), lithium-ion batteries and charging infrastructure.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) NRCan requires comprehensive forward-looking data and analysis of EV sales, lithium-ion battery production and charging infrastructure investment. The data and analysis are required monthly and/or quarterly.
