Detailed_Description : Request For Bids to conduct a comprehensive Anti-Racism audit of the Division by reviewing gathered historical Anti-Racism Divisional materials, as well as progressing new and current engagements with Divisional stakeholders to establish the current state of play within the Division based upon stated Anti-Racism Divisional goals and objectives. The audit must focus on an assessment of the current state of Anti-Racism progress within the Division, clearly looking at the overall state of equity for stakeholders in relation to Divisional Anti-Racism goals and objectives.

Scope of Work : The vendor is required to collect quantitative and qualitative data from ministry-provided sources, including individual interviews, surveys and focus groups with staff and youth that are facilitated by the vendor. While evaluating the current state of anti-racism in the division, it will be important to prioritize youth voices and their experiences. Additionally, data should be collected and properly documented to support these factors. This should include an evaluation of the organization-s race-based complaints process. The analysis, among other things, should focus on hiring, representation, retention, advancement, job satisfaction and engagement within the division. In addition, the vendor is required to conduct an extensive review of best practices across the social sector, within Canada and internationally, explicitly addressing anti-black/indigenous racism and lived realities of the overrepresentation of Black and Indigenous youth. A summary of these findings shall be provided to the ministry.As part of the audit process, the vendor will be procured to facilitate honest, candid and authentic engagements that will enable high quality conversation and input from youth, staff and managers/leaders. The following deliverables are required by March 25 2025:1. EDI/Anti-Racism audit of the Youth Justice Division (YJD); 2. Engagement of youth receiving YJD programs and service as well as YJD-s front-line staff, corporate staff, regional staff, transfer payment recipients through surveys and/or facilitated focus groups. 3. Final report including recommendations for the next AR Strategy, key performance indicators, benchmarks and outcome measures.
