The purpose of this Request for Proposal (RFP) is to select a qualified Proponent with the skills, resources and experience necessary to complete a comprehensive technical evaluation of coastal processes, including sources and sinks for sediment, within the littoral cell adjacent to the Municipality of Clarington on Lake Ontario to inform the restoration of the Graham Creek Jetties and Bond Head Park Beach using nature-based approaches.

The study area comprises the mouth of Graham Creek at Lake Ontario, the jetties and the Lake Ontario shoreline to the west and the east including the Bond Head Park Beach. The project will be run by a Technical Committee consisting of members from the Municipality of Clarington (MoC) and from the Ganaraska Region Conservation Authority (GRCA). All decisions regarding the selection of the proponent and administration of the contract will be made by the Technical Committee. The Technical Committee may accept a proposal in whole or in part, whether the submitted price is the lowest or not, and may reject any or all proposals. The administration of the proposal will be done by MoC.

The role of the Technical Committee will be to attend presentations, review draft reports and provide comments to the Municipality for consideration.
