Project:

This call for a consultant falls under the project entitled “Development of public sensitization awareness on mental health and for migrant domestic workers and training for migrant and refugee (CSOs)” that is implemented by the Lebanese Center for Civic Education (LCCE) in partnership with the International Rescue Committee (IRC), and funded by the World Bank.



Background:

Migrant domestic workers in Lebanon face abuse and discrimination besides the oppressive sponsorship kafala (or sponsorship) system that facilitates the recruitment and migration of migrant workers to Lebanon binding them to their employers in an exploitative contractual relationship. This can negatively impact their mental health.

There are several CSOs (Civil Society Organizations) working on migrant domestic workers related issues in Lebanon. However, there are still gaps in the awareness on mental health issues that domestic workers are facing, and a need for a culturally sensitive approach to address the issues.

The project seeks to adapt public mental health sensitization awareness campaign to reach migrant domestic workers, in a culturally sensitive approach using their native languages. Besides, the project seeks to address the gap in capacity building for CSOs and develop a training program to train CSOs working with migrant domestic workers on Efficient and Dignified Mental Healthcare Following Critical Incidents.



Objectives of the call:

LCCE seeks to recruit an assessment consultant in order to conduct three assessments during the project: assessment (1) to identify CSOs training needs; assessment (2) identify topics or mental health campaign materials interesting for migrant workers that could be adapted; Assessment (3) to measure migrant workers knowledge, attitude, practice (KAP) following the adapted mental health campaign.



Methodology and scope of the assessments:

The project involves three assessments to be conducted:



1. Assessment to identify CSOs training needs

The objective of this assessment is to identify the training gaps and the specific training needs to develop a training program for CSOs working with domestic migrant workers on Efficient and Dignified Mental Healthcare Following Critical Incidents.

This will be done through a focus group discussion (FGD) with representatives of CSOs working with migrant domestic workers and with representatives of migrant workers to identify their expectations from CSOs and inform the training curriculum development. The outreach of participants to the focus group will be conducted by LCCE.

Role of the assessment consultant:

- Design the assessment methodology and workplan, while preparing relevant tools

- Moderate the FGD

- Transcribe the findings of the FGD while providing LCCE with the raw material

- Provide a report with FGD findings and recommendations

Deliverables:

- Assessment methodology and workplan with relevant tools

- Transcribed material from the FGD

- Report on the FGD findings and recommendations including the topics that can be developed in the training.



2. Assessment to select mental health campaign materials for adaptation:

The objective of this assessment is to identify challenges and needs regarding mental health issues that migrant domestic workers are facing and get feedback from a group of migrant workers representatives to select what campaign materials to be adapted for migrant workers, and how they perceive selected current national mental health resources and services, chosen in collaboration with the national mental health programme at the MoPH focal persons.

This will be done through a FGD with 6 to 8 focal points for the domestic workers from different nationalities (the outreach of the focal points will be conducted by LCCE). LCCE will be providing the campaign materials that need to be assessed during the FGD in collaboration with the National mental health programme



Role of the assessment consultant:

- Design the assessment methodology and workplan, while preparing relevant tools

- Moderate the FGD

- Transcribe the findings of the FGD while providing LCCE with the raw material

- Provide a FGD report presenting the FGD findings, with selection of campaign materials that are suitable to be adapted/translated.



Deliverables:

- Assessment methodology and workplan with relevant tools

- Transcribed material from the FGD

- Report presenting the FGD findings with proposition of a selection of campaign materials to be adapted/translated.



3. Assessment of migrant workers knowledge, attitude, and practice (KAP) following the mental health campaign

This will be done through designing and conducting 2 post campaign focus groups (one group composed of migrant workers who accessed the campaign material, and one control group who did not access the material) to assess the awareness of available services as a result of public sensitization campaigns. The outreach of participants to both focus groups will be conducted by LCCE.

Role of the assessment consultant:

- Design the tool to measure changes in knowledge, attitude, and practice (KAP) following the campaign.

- Moderate 2 FGDs (one group composed of migrant workers who accessed the campaign, and one control group)

- Transcribe the findings of the FGD while providing LCCE with the raw material

- Provide a report presenting the findings

Deliverables:

- Assessment methodology and workplan with relevant tools

- Transcribed material from the FGD

- Report presenting the FGDs finding



Required Profile of the assessment consultant

Master-s degree in public health, or a related field with relevant work experience in conducting qualitative research and FGDs. An undergraduate degree in psychology would be a plus.
Experience in designing and moderating focus groups and qualitative studies, preferably with 3 years of experience.
Good understanding of mental health challenges faced by vulnerable groups.
Previous work experience in public health projects with vulnerable groups in Lebanon
Excellent moderation skills
Excellent interpersonal communication and narrative skills in Arabic and in English
Good reporting skills
Ability to be mobilized within different regions in Lebanon
Resident of Lebanon, with the ability to work inside Lebanon and to provide a registration number at the ministry of finance. The registration number should be provided by one month following the agreement.
