The Bank seeks a firm to conduct qualitative research on Roma IDPs and Roma refugees andhost communities in Ukraine and Moldova. As such, the World Bank seeks to engage a consultant to conductqualitative research and collect qualitative information to assess thevulnerabilities and needs of Roma IDPs in Ukraine and Ukrainian Roma refugeesand host communities in Moldova, as well as provide strategic and actionablerecommendations to ensure a sustainable approach in addressing the needs of RomaIDPs, Rome refugees and host communities in Ukraine and Moldova. The objective of the assignment is to assess the socio-economic vulnerabilitiesand needs of Roma refugees and host communities in Moldova to date, the supportprovided to them, the opportunities and challenges created through approval oftemporary protection measures, and to identify options for enhancing theeffectiveness of these measures so that they can be fully utilized by theirintended beneficairies, including by Roma women refugees. Emphasis will beplaced on specific themes including: the need for transparency andaccountability in the provisison of support; livelihood opportunities for IDP, refugeeand host communities with a focus on building economic self-reliance; access toeductaion for Roma children IDPs and refugees; and social cohesion among IDP, refugeeand host communities. There will also be an overarching emphasis on the role inwhich local governments can play in enhancing transparency and accountability, livelihoods, access to education, and social cohesion. Given the pre-existinggender inequalities and disparities, the study will adopt a gender lens toexamine the gender dimensions of the experiences of Roma women refugees in Moldova. The deep-dive willleverage insights and lessons learned from previous relevant research, including the Displaced Personsfrom Ukraine in Moldova: Moving Towards Durable Solutions conducted by the WorldBank in 2024; the2021 UN World Bank Moldova Country Gender Assessment.
