Justification for the direct purchase. The justification must be based on one of the preconditions mentioned in the procurement act (1397/2016).( 40§, 41§, 110§, 119§). 40§ 2) only a certain supplier can implement the procurement for a technical reason, or for a reason related to protecting an exclusiveright; it shall be a further condition that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement.The DNA sequencing and genomics laboratory is planning to replace its midoutput sequencing instrument. Requirements for the new instrument are:• The range of outputs are flexible with low, medium and high throughput kits.• Sequencing cycle outputs are flexible including 150, 300 and 600 cycle kits.• Range of outputs must be flexible (50Gb-600Gb+).• Long size inserts (up-to1.5kbp) must be allowed to be used.• Instrument must have two independent flow cells to allow its use in parallel or independently like two sequencers in one.• Linear libraries must be able to be loaded to the flow cell and the library circulation and RCA be made onboard.• It must have sequencingaccuracy of very high quality (average Q30 90%).• Instrument must use rolling circle amplification (RCA) that minimizes common amplification errors: no PCR error propagation, negligible index hopping, low duplicate rates, low AT/GC bias and no optical duplicates.• Instrument must be able to...
