Objective and Purpose of the Assignment 1. Background The Royal Government of Cambodia (RGC) has received a loan from the Asian Development Bank (ADB) towards the costs of the Second Greater Mekong Subregion (GMS) Tourism Infrastructure for Inclusive Growth Project (the Project). The objective of the project is to increase tourism receipts in Kep, Kampot, Preah Sihanouk and Koh Kong provinces, collectively known as the 4K provinces. The project will contribute to increase and more equitable distribution of tourism benefits through three components: Output 1 “improving last-mile tourism access infrastructure and environmental services” implemented in Kep province, output 2 “Capacity to Implement ASEAN Tourism Standards Strengthened” and (Output 3) “Institutional Capacity for Tourism Destination Management and Infrastructure O&M Strengthened” implemented in all 4K provinces. The overall project is executed by the Ministry of Tourism (MOT) and the civil works is being implemented by the Ministry of Public Works and Transport (MPWT). MPWT is responsible for implementing output 1 (infrastructure) and output

3 (infrastructure O&M). The MPWT has established a Project Management Unit (PMU) in Phnom Penh and an infrastructure PIU in Kep. The MOT is responsible for implementation of OP 2 (ATS) and OP 3 (DMOs). MOT is directly responsible for implementing Outputs 2 and 3 and overall project management and has established a Tourism Project Management Unit (PCU) in Phnom Penh, and two Tourism Project Implementation Units (PIUs) embedded in Kep and Preah Sihanouk Provincial Department of Tourism offices (DOTs). DOTs in Kampot and Koh Kong are also implementing OP 2 and OP 3. For output 3, the 2021 work plan strategy is based on mobilizing additional resources including consultants, resource persons and agencies to expedite implementation of all subprojects including (i) increasing support for capacity building for DMOs, (ii) market research, (iii) coastal and provincial marketing campaigns (iv) support for heritage based tourism and micro, small and medium enterprises and (v) information and education campaigns.

2. Objective/Purpose of the Assignment: The objective of the assignment for the Boat Safety and Beach Guard Training Agency (BSBGTA) includes (i) supporting the project to implement boat safety standards for boat owners and operators providing water transportation and water based tours in Preah Sihanouk and the coastal provinces. The assignment will provide support for tourism sector MSEs through (ii) improved boat safety and operations including emergency response procedures, First AID, tourist hygiene and safety, (including COVID-19 and other commutable diseases), and on-board waste management (iii) improving the level and quality of service for tourists using water transportation and tour services provided tourist boat operators (iv) develop training materials and conduct Boat Safety and Beach Guard training based on industry best practice. 3. Scope of Work The scope of work for BSBGTA will include: a) provide technical support to PIUs and DOTs to improve the quality and safety of sea and river and tourist boat operators in the coastal zone. The assignment will include reviewing and assessing the quality of services by boat operators providing water based transportation in the coastal zone and to the islands with reference to industry best practices and standards; b) provide training and recommendations for certification of boat operators; c) prepare the curriculum and conduct training on Boat Safety and Beach Guarding in the coastal area; d) review and apply industry best practices for boat safety and beach guard training with reference to the Beach Code of Conduct.

4. Detailed Tasks:

For Boat Safety:
● Review the current processes for the assessment and accreditation of tourism boat operators and
commercial boat operators in Cambodia
● With the assistance of PIUs and DOTs, collect, compile and review a list of private tourist boat
operators coastal zone
● Using the list of boat operators, conduct a rapid assessment of the current safety measures, and
emergency response procedures for boat operators; including but not limited to COVID-19 and food
hygiene, emergency response, use of safety equipment first aid, on-board waste management to
tourists.
● Assess the on board management of solid and liquid wastes including on board collection and
storage and current disposal practices
● In consultation with PIUs and DOTs and taking into account the needs of boat operators and
tourists (differentiating between men and women), design gender sensitive, practical safety
training and emergency response training modules for boat operators in the coastal area.
● The training program modules will include communicating the responsibilities that tourists are
required to adhere to, to comply with on board safety and waste management procedures
● Implement safety and emergency response training and produce training manuals that include
Standard Operating Procedures (SOPs) taking into account the different needs of men and women.
● Deliver 4 training programs; one program for each of the coastal provinces
● Assist PIUs and DOTs to develop a Voluntary Code of Best Practice for boat operators
● In collaboration with PIUs and DOTs issue recommendations for MOT to issue certificates to boat
companies and operators who have successfully completed the training program and implemented the
measures for implementing boat safety standards and observance of the Voluntary Code of best
Practice
● In collaboration with the project and MOT determine the annual and/or periodic assessment periods
to monitor adherence to the SOPs and Voluntary Code of Best Practice.
● Complete a final training assessment report for Boat Safety component of the assignment.

For Beach Guard Training
● Collect and review international best practice Beach Guard guidelines and the Cambodian Beach
Management Code of Conduct as reference materials for the development of the Beach Guard training
program
● Hold consultation meetings with relevant stakeholders to obtain inputs and direction on the
development of a Beach Guard training program
● Base on the results of stakeholder consultations, prepare the training program and modules,
toolkits and material
● Deliver 4 training programs; one program for each of the coastal provinces
● Write the final training and assessment report for the Beach Guard training component of the
assignment

5. Output/Reporting Requirements
In addition to the specific outputs described in the detailed tasks above, the BSBGTA will submit
the following reports (i) an inception report including an indicative work schedule, methodology,
training program and time frame for completing the assignment and confirm key milestones based on
the detailed tasks outlined above, (ii) develop and submit the program and curriculum for boat
safety and beach guard, (iii) conduct training program for boat safety and beach guard, and (iv)
write and submit the final training and assessment report to PCU/MOT.


6. Qualification and Experience
The BSBGTA will be a registered national firm specializing in safety and emergency response
procedures, including first aid, safety equipment, demonstrated experience developing and
delivering custom Boat Safety training and Beach Guard training programs and modules. The firm will
have at least 5-years- experience in conducting training and assessments for the public and/or
private sector. The national firm will provide all training materials and reports in both English
and Khmer languages. The team compositions under this package comprises of specialists listed below:

6.1. Boat Safety and Beach Guard Coordinator (1 person)
• A university degree in with at least 5 years- experience in tourism/training industry;
• At least 5 years- experience in developing and providing customized safety training programs to
the private sector, Development Partners or government agencies. The Boat safety and Beach Guard
coordinator will have experience in emergency response procedures, first aid and the operation of
safety equipment and the development of SOPs
• Excellent communication skills and ability to write reports in both English and Khmer languages

6.2. Boat Safety and Beach Guard Specialist (2 persons)
• A university degree with at least 3 years- experience in tourism or training industry;
• At least 3 years- experience in developing and providing customized safety training programs to
the private sector, Development Partners or government agencies. The Boat safety and Beach Guard
coordinator will have experience in emergency response procedures, first aid and the operation of
safety equipment and the development of SOPs
• Good communication and writing skills and ability to provide input into reports in both English
and Khmer languages
