Solicitation Number: SPE1C1-24-R-xItems: Boot, Army Combat Hot Weather - (Improved)PGC#03930 (Tariff) and PGC#03931 (Out of Tariff )

This procurement is for the manufacture and delivery of Boots, Hot Weather Amry Combat Improved (HWACB-I) PGC#03930 (Tariff size) and PGC#03931 (Out of Tariff Size). The HWACB-I items are procured in accordance with purchase description GL-PD-21-12 dated 6 December 2022.

The solicitation will be issued for three (3) separate lots with a proposed three (3) separate awards to three separate contractors. Lot 0001 has 55% of the tariff size total requirement and 100% of the out-of-tariff size total requirement and will be issued as Unrestricted. Lot 0002 has 25% of the tariff-size total requirement will be issued as 100% Small Business Set-Aside. Lot 0003 has 20% of tariff-size total requirement and will be issued as 100% Small Business Set-Aside. It is the Government's intention to award to three different contractors to ensure that multiple sources are available.

Solicitation SPE1C1-24-R-x will be evaluated under Best Value Trade-Off Source Selection Procedures with the following evaluation factors: Product Demonstration Models (PDM), Past Performance Confidence Assessment & Small Business Participation. (Lot 0001 only). All evaluation factors other than cost or price, when combined, is significantly more important than cost or price. As other evaluation factors become more equal, the evaluated cost or price becomes more important. Clause 52.219-4 will be included for Lot 0001 only in the event a HubZone concern offers on the solicitation.
