BackgroundPowergeneration in Bosnia and Herzegovina (BiH) is dominated by thermal power plantsaccounting for at least 2/3 of the country-s generation output. The rest ismostly provided by hydropower plants. As part of the decarbonization agenda andinternational climate commitments, the country will need to phase outcoal-based power generation of more than 2, 000 MW and replaced it withrenewables, mainly solar and wind energy. In view of the intermittent nature ofthese renewable sources, care will need to be taken to keep the national powersystem in balance. The existing hydropower generation capacity of about 1, 830MW will play an increasingly important role in providing balancing services. Most of thehydropower plants were built during the 1950-1980s and therefore need to be rehabilitatedto extend their lifetime by 40-50 years and upgrade them in view of the biggerrole they will play in balancing the power system. In support ofthe BiH green energy transition agenda, and in response to government requests, the World Bank is seeking consulting services to conduct due diligence studiesto assess techno-economic viability of rehabilitation of three hydropowerplants (HPPs) in BiH. These include Salakovac HPP (210MW), operatedby Elektroprivreda BiH (EP BiH); Trebinje HPP (210 MW), operated byElektroprivreda RS; and Jajce II HPP (30 MW), operated by Elektroprivreda HZHB.Should the World Bank subsequently finance rehabilitation of all of some of theHPPs, the outcomes of the studies will provide techno-economic inputs toprepare World Bank project documents. The level ofeffort in conducting the studies will depend on the HPP. Trebinje and Jajce IIHPPs have completed most of the project preparation studies. These will need tobe reviewed with the objective of updating and expanding them as needed.
