Tenders are invited for Cambodia SME Finance Project: Localizing the Web Based Security Interests Registration System
The Cambodia-s Movables Finance Market Development Project in Cambodia (the “Project”) aims to create and expand movables financing market in the country to enhance the competitiveness of the local SMEs. It will strengthen the role of non-bank and technology-enabled finance solutions and help industry and regulators to better support and expand supply chain finance solutions and instruments to meet the diverse needs of SMEs. As part of the project, localization of the existing STs Filing system (“System”) is one of element to better support financial institutions in filling their notices on security interests over movable collaterals. The current system has been used by the local financial institutions, but the number of security interest notices is not very high. It is a critical need to develop a new generation IT system for better service to the creditor community and to meet the linkage and compatibility requirements with other systems under the Ministry of Commerce, following the Law on Secured Transactions of Cambodia. To further deepen the movables finance market in Cambodia and in view of the language requirement and the need for continuing support after the system is operational, IFC is seeking a local qualified IT company (“Contractor”) to develop a new web-based security interests registry application software and to provide documentation of the software and training to the MOC Team on the use and maintenance of the system.
