Context and Core Functions / Responsibilities

The International Organization for Migration (IOM) recognizes the pivotal role of trainers in facilitating effective capacity building initiatives within the organization. However, to ensure the utmost effectiveness of training programs, it's imperative to empower a pool of trainers with advanced skills and methodologies. This Terms of Reference (ToR) aims to engage a consultant to build the capacity of internal trainers within IOM.

The primary objective of this consultancy is to empower a pool of trainers within IOM-s Protection Division to become expert trainers capable of designing and executing high-quality training programs. The consultant will focus on enhancing various aspects of training, including agenda building, communication skills, facilitation techniques, diverse methodologies, activity-based learning, monitoring and evaluation, and other relevant expertise.

This consultancy will be directly supervised by the Protection Officer with overall supervision from the Protection Coordinator and Head of the Protection Division

Core Functions / Responsibilities

Deliverable 1: Week 1-2 (10% of Total Deliverables, June 2024)

Needs Assessment:

FGD with IOM Iraq-s Protection Pool of Trainers to understand the current capacity, gaps, needs and expectations.
FGD/KII with IOM Protection Management to understand the current capacity, gaps, needs and expectations.
Deliverable 2: Week 3-5 (30% of Total Deliverables, June 2024)

Agenda and Training Materials

Based on the outcome of deliverable one, develop a comprehensive agenda and curriculum covering all aspects of effective training design and delivery.
Design interactive exercises, case studies, and role-plays to facilitate experiential learning.
Ensure the materials are adaptable to different training contexts and audience profiles.
Modules may include, but are not limited to:
Clear and effective communication skills
Active listening
Adult learning principles
Creative facilitation methodologies
Time management
Use of technology
Adapting materials to different audiences
Cultural sensitivity
Feedback and evaluation
The full agenda and curriculum must be shared with IOM Protection Management for review and approval, prior to commencement of the training.
Deliverable 3: Week 4-6 (50% of Total Deliverables, July 2024)

Delivery of Training Session/s

Work in liaison with the Protection Admin Team to plan the training, including dates, venue, materials, invitations, approvals and other processes needed.
The training must be conducted in person, in the Arabic language
Deliver the training to IOM Pool of Trainers, as per the approved agenda and curriculum
Promote a collaborative learning environment, encouraging constructive dialogue and problem-solving during the session.
Deliverable 4: Week 7-8 (10% of Total Deliverables, July-August 2024)

Training Report and Evaluation

Collect feedback from the training session, including strengths, areas of improvement, recommendations, and way forward
Collate and deliver the information above, in a concise and practical training report, to IOM Protection Management
Performance indicators for the evaluation of results

Education:

PHD or master-s degree in communications, adult education, organizational development human rights, law, political science or any related field from an accredited academic university or institute with 5 years of relevant professional experience, or;
University degree in the above-mentioned fields from an accredited academic university or institute with 7 years of relevant professional experience.
Experience and Skills:

Experience in designing and delivering training programs for a variety of stakeholders in Iraq, preferably in the humanitarian context.
Track record in developing and implementing systems to evaluate the effectiveness of training programs with a focus on continuous improvement.
In-depth knowledge of adult learning principles, training methodologies, and best practices in training design and delivery.
Strong facilitation, communication, and interpersonal skills.
Experience tailoring training approaches diverse needs, considering cultural sensitivity and individualized learning styles.
Familiarity with the work of IOM or similar international organizations would be an asset.
Experience in/or knowledge of Protection in humanitarian and development contexts would be an asset
Travel required (Yes/NO)

Yes (Travel to Erbil, Iraq)
Languages:

Fluency in English and Arabic is required.
Working knowledge of Kurdish is an advantage.
