Background Information
The Community Organization for Development and Empowerment-TCODE-INITIATE is a Nongovernmental, nonprofit, youth oriented organization based in Lebanon and dedicated to assisting vulnerable communities through youth inclusion and empowerment. While keeping youth at its focus of its mission, TCODE-INITIATE continually endeavors in creating comprehensive and inclusive programs aimed towards the empowerment of youth, and its concentric circles of influence.
In the process of delivering its Mission TCODE-INITIATE aspires to keeping its status as a hub for youth allowing them to: access a safe space, and acquire knowledge and access to a network of social and political influencers enhancing their social participation in decision making processes.
Purpose of the Consultancy
The Child Labor and GBV Consultant will provide technical expertise and capacity-building support to INITIATE's project. The primary focus will be on enhancing the identification and safe referral of child labor (CL) and gender-based violence (GBV) cases. Additionally, the consultant will play a key role in developing positive parenting training materials and equipping INITIATE staff to deliver train-the-trainer (TOT) sessions to CBO partners.
Specific Tasks and Responsibilities
Positive Parenting
Training of Trainers (TOT):
Develop and implement a TOT program for INITIATE staff, focused on both the content knowledge of positive parenting and the facilitation skills to train CBO partners effectively.
Include practice sessions where INITIATE staff demonstrate their ability to deliver positive parenting material.
Design a comprehensive positive parenting curriculum specifically tailored for the program in collaboration with the community mobilization consultant. Emphasis on:
Gender equality
GBV awareness and prevention
Child labor dynamics and risks
Positive discipline techniques
Child rights and child protection principles
Strategies for engaging fathers
Empowerment of Women session
Resources Development
Training Toolkit for CBOs: Develop resources including:
Training manual and session plans for CBOs
Visual aids & handouts for parents
Pre- and post-workshop assessments for CBOs
Safe Identification and referral:
Training of Trainers (TOT):
Develop and implement a TOT program for INITIATE staff, focused on both the content knowledge of Child Labor and GBV, and the facilitation skills to train CBO partners effectively on early identification and safe referral
Include practice sessions where INITIATE staff demonstrate their ability to deliver the early identification and safe referral trainings.
Resources Development
Training Toolkit for CBOs: Develop resources including:
Training manual and session plans for CBOs and schools
Technical Support and Guidance
Mentorship of INITIATE Staff: Provide ongoing mentorship to INITIATE staff during their initial training of CBOs and schools (may involve observation and feedback).
Curriculum Refinement: Remain available to INITIATE for questions and to refine training materials (for both INITIATE and CBOs) based on observations and feedback.
Monitoring and Evaluation:
Collaborate with INITIATE's M&E team to develop indicators for monitoring the effectiveness of CL, GBV, and positive parenting training, and referrals.
Participate in periodic field visits and assessments to evaluate implementation and provide recommendations.
Advocacy: Provide input to Legal and Advocacy consultant on the issue that will be identified by the latter for advocacy. Provide pathways and input on possible alliances to reach advocacy goals
Private Sector engagement: Provide input to Community Mobilization consultant and INITIATE staff on working with the private sector on issues relating to child labor.
Expected Days of Engagement: An estimated 88 days from recruitment to end of 2026 ( with more emphasis on the beginning stages)
Qualifications and Experience
Advanced degree in social work, psychology, public health, human rights, or a related field.
Minimum of 7 years of experience working on child protection and/or GBV issues, particularly in the context of Lebanon or similar settings.
Proven expertise in developing and delivering capacity-building training and facilitating workshops, including expertise in positive parenting approaches and father engagement.
Demonstrated experience creating simplified curricula and training materials for non-specialists in the field.
Ability to train adults, with a focus on empowering them as trainers themselves
Strong understanding of child labor and GBV dynamics, identification indicators, and referral systems.
Familiarity with humanitarian principles, survivor-centered approaches, and ethical considerations in working with vulnerable populations.
Excellent communication, interpersonal, and cross-cultural sensitivity skills.
Fluency in English and Arabic essential.
