UNICEF Thailand is seeking a qualified institution with expertise in environmental and climate change research and school education, to conduct a landscape analysis ofghout this term of reference, it should be read as a shorthand for a more inclusive approach, which also captures associated environmental degradation and previous scope of work under Disaster Risk Reduction (DRR).BackgroundThailand is recognized as highly vulnerable to climate variability and change due to increasing natural hazards, such as heavy rainfall, floods, and droughts, as well as sea level rise impacts the country's coasts (World Bank and Asian Development Bank 2022). It ranks 50th in the global Children's Climate Risk Index (CCRI) with a value of 6.2, a combination of increased risk of climate and environmental factors (8.4) and relatively reduced child vulnerability (2.3). Building on the CCRI, the national assessment of impact of climate change and environmental degradation on children (UNICEFat, cold, floods, and droughts hazards) within Thailand; and the uneven distribution of risks across provinces with the North-eastern and Southern regions of Thailand facing the highest risk of climate change after incorporating children-related factors.Despite the growing evidence, most countries, including Thailand are yet to adopt comprehensive measures to adapt and reduce the negative impacts of climate change on education. Education sector is poorly reflected in national climate plans in terms of its contributions to climate change mitigation and adaptation. An initial review of the education sector indicates that it is identified as a challenge and there is currently some integration of climate change, Disaster Risk Reduction (DRR), sustainable development and global citizenship into Thailand's basic education core curricula, teacher training and student evaluation.There are few investments one can make that have as high a payoff as investing in human capital and education. However, investments in human capital will be affected by climate change, and like every sector of the economy, the education sector will need to adjust to the realities of a warmer and more unstable climate. Given that the frequency, intensity, and duration of extreme climate events will increase for Thailand, it is important to build a 'climate smart' education sector to ensure that it can adapt to changing climate and is resilient in protecting its hard-earned gains in children's education and learning.Objectives, Purposeable Development Goal 4 on quality equitable education for all, especially Target 4.7 which recognizes that understanding education systems is essential for promoting sustainable development and responding to climate change.The education-specific landscape analysis is expected to review and build onUNICEF and TDRI's study on Impact Assessment of Climate Change and Environmental Degradation on Children in Thailand launched in March 2023. The study was the first of its kind in Thailand, examining the impact of climate change specifically on children across provinces, incomes, disabilities, andages. It also features a Child-Sensitive Climate Risk Index for the country based on factors including extreme heat, cold, floods, droughts as well as the availability of healthcare facilities and social services in each province. Further, it is also expected to focus on how existing DRR policies and mechanisms and environment education within the education sector can provide a critical foundation to effectively transition to a more climate-smart and resilient education sector.The overall objective of the education-specific landscape analysis is to assess the degree to which the education sector in Thailand is/can be consideredtructure; 6. Teaching and Learning; 7. Schools and Communities.This landscape analysis will function as baseline research to assess the strengths, gaps and challenges, and opportunities in Thailand to further improve the education sector response to climate change and achieving the sustainable development goals.
