Climate Vulnerability Assessment and Resilience Strategy for Mass Transit Corridors in Kumasi

Kumasi; the second-largest city of Ghana; has seen significant demographic growth and urban expansion in the last decades. The growth involved the expansion of the contiguously built-up area of the city itself; as well as the built-up areas of the surrounding peri-urban and previously rural communities. Together; this conurbation forms the Greater Kumasi Metropolitan Area (GKMA); comprising fourteen (14) Metropolitan/Municipal/District Assemblies (MMDAs). It includes the Kumasi Metropolitan Assembly (KMA); its six (6) immediately surroundings and seven (7) adjoining Assemblies . According to the recent census estimates; the GKMA has a population of 2.8 million people and a land area of 1;967 km2. The old city of Kumasi; which lies at the center of the GKMA act as a commercial and industrial hub with local enterprises and artisanal workers servicing clients from across Ghana and its neighboring countries. In particular; the “Kejetia market” is West Africa-s largest open-air market supplied and sustained by a strong local industry that has emerged profiting from the surrounding forests and natural resources. Also; the GKMA acts as a main node separating Ghana-s dry and predominantly poor north from the more forested and developed south. All south-north roads pass through Kumasi. Despite the economic development opportunities that urbanization may bring; the GKMA is unable to tap into the benefits. In particular; the uncontrolled urban growth in the GKMA has come along with many transportation challenges. Residents and business clientele face traffic congestion and spend more time to get to their destinations; imposing huge costs. To make matters worse; a huge part of the city-s public transport services is provided by an informal patchwork of taxis and privately owned mini-vans; colloquially known as tro-tro. These informal operators provide services with unprofessionally driven; inadequately maintained and aged vehicles that create pollution and road safety issues. The confluence of high urbanization and the huge informal transport services puts the city in dire need to explore modernized approaches to improving mobility; accessibility; and safety in public transport services. Given the above context; the Government of Ghana with support of the World Bank is preparing the Kumasi Urban Mobility and Accessibility Project (KUMAP) to improve mobility; safety; and accessibility along selected corridors and strengthen capacities for planning sustainable urban growth in the Greater Kumasi Metropolitan Area. The project would be structured around four components: (1) implementation of a BRT system on two selected transport corridors (Kumasi-Ejisu and Kumasi-Sunyani); (2) support for a public transport industry transition to a mass transit system; (3) urban development and land use planning; institutional strengthening; and human capital development; and (4) project management; monitoring and evaluation. In particular; the KUMAP Component (1) seeks to support the rehabilitation/reconstruction of transport corridor infrastructure; including civil works for 28 km of road infrastructure; road network specific interventions; and neighborhood accessibility interventions. The BRT corridor are expected to run through five (5) of the fourteen (14) MMDAs- jurisdictions. The overall aim of this mass transit-oriented development is to effectively enhance urban mobility and inclusive access to jobs; markets; and services in the GKMA. Global climate change poses significant risk to the proposed transit-oriented development approach adopted for KUMAP implementation. The rise in temperature and variabilities in rainfall occurring throughout Ghana over the past few decades have resulted in frequent occurrences of extreme events.
