Expression of Interest are invited for Haiti Collateral Registry Communications Consultancy
The objective of the Haiti STCR project is to support the Government of Haiti (GoH) in facilitating access to credit for SMEs and women entrepreneurs, through the establishment of a modern collateral registry for security interests in movable property. The project was launched in January 2014 and has helped strengthen the regulatory framework and strengthened capacities among public and private stakeholders. The existing paper-based registry is hosted by the Direction Générale des Impôts (DGI) within the Ministry of Economy and Finance (MEF) and the project is also providing support to the Government in the procurement of an IT solution to manage creation of a new electronic collateral registry.
The DGI is preparing full public use roll out of the registry for financial institutions and other users. With the launch and operations of the online collateral registry, banks and other financial institutions are gaining a centralized access point to public notice and record of security interests in moveable assets. The usage and development of the secured transactions collateral registry system requires knowledge by financial institution and other users, including legal professionals, and also requires awareness raising of the broader public (the borrowers themselves, SMEs) to ensure that they are aware of the function of the registry and their rights and obligations with respect to it.
The IFC seeks a firm or individual that would fulfill the following:
1. Contribute to the design and roll out of an outreach campaign, in collaboration with DGI and IFC. The plan should cover key messages, communication objectives, key audiences, proposed activities, and others, aligned with stages in the public launch and user roll out of the registry.
2. Create multimedia materials for different platforms, including radio, digital media, print media, brochures/pamphlets, press releases, blogs, and other forms as appropriate.
3. Media planning for the advertising/promotion of the multimedia pieces mentioned above, specifically in radio and digital media, during a 4-month period
