The municipality of Enschede, as a contracting authority, wants to contract one contractor for:
Supplying software/user rights (licenses) and maintenance/support on user rights for the aforementioned forms of fraud; This emphatically does not concern custom software, but COTS (Commercial Off The Shelf) software, which has not been specifically developed for the Client.
Supply and installation of hardware/equipment for the aforementioned forms of identity and document fraud.
The municipality is the source holder of the BRP (Basic Registration of Persons). The municipality is responsible in that capacityresponsible for the accuracy, completeness and topicality of the data stated in the BRP. In addition, the municipality is also ultimately responsible for issuing identifying documents (Passport, Dutch Identity Card). Enschede also does this for Dutch people living in helive abroad. Based on these responsibilities, the municipality must set up effective and reliable processes and systems in order to combat any fraud that may be committed in this area, or the municipality also has the task of detecting as many cases of fraud as possible.and.
