A new airport in the Central Asia region is envisioned inlieu of an existing one to deal with the country-s anticipated growth inpassenger and cargo traffic. An international consortium is in negotiation withgovernment bodies on this new airport. Several studies have already beenconducted by the consortium including traffic studies. Moreover, there is aneed to conduct a comparative analysis of the costs and benefits ofconstructing a new airport versus the existing airport and its potentialexpansion. IFC is engaging with the Consortium, with the aim to reviewand provide its views on the project documents and assess the project'sbankability. As part of this engagement, IFC is looking for a consultantfirm/consortium of firms ("Consultant") who will be tasked to conductthe following activities: 1. Comparative analysis to validate the rationalebehind opting for a new airport construction instead of the existing one andits potential expansion. To this end, the Consultant will perform comprehensiveanalysis of the alternatives and provide an independent view on the impact ofbuilding the new airport and justify the same based on economic, environmentaland social, operational and other relevant aspects.2. Review and validate the existing market andtraffic studies made available by the Consortium. This will include reviewingand challenging the assumptions of the studies to check their robustness andidentify any gaps in the methodology. The Consultant should provide globalmarket trends, assess the competitive environment in the Central Asia regionand the specific country in question as well as revise the overall trafficforecast if relevant. The Consultant will liaise closely with IFC, the Consortiumand other stakeholders during the engagement, envisioned to be completed over aperiod of around 6 weeks.
