COMPREHENSIVE ANNUAL MAINTENANCE CONTRACT OF DOMESTIC GAS DISTRIBUTION SYSTEM AT DEWA#S JEBEL ALI POWER STATION STAFF ACCOMMODATI ON BUILDING NO. 1 & 2. SCOPE OF WORK ·#THE PARTIES SHOULD VISIT THE SITE, AND CHECK THE SYSTEMS, ASSESS THE REQUIREMENT AND TO QUOTE LUMP SUM ACCORDINGLY. ·#ALL EMERGENCY MAINTENANCE CALLS TO BE ATTENDED IMMEDIATELY 24x7 ROUND THE CLOCK 365 DAYS. ·#THE PREVEN TIVE MAINTENANCE SHALL BE CARRIED OUT IN ACCORDANCE TO THE MANUFACTURERS RECOMMENDATION. ·#THE CONTRACTOR SHALL BE RESPONSIBLE FOR A TTENDING ALL THE BREAKDOWN AND PREVENTIVE MAINTENANCE WITH SPARE PARTS. ·#PARTIES TO CONFIRM THAT THEY ARE THE STOCKISTS FOR THE ORI GINAL SPARES OF THE SYSTEM. ·#SERVICE TO BE CARRIED OUT IN THE PRESENCE OF DEWA CIVIL DEPARTMENT STAFF ONLY. ·#MAINTENANCE IS TO BE CARRIED OUT BY THE CONTRACTORS QUALIFIED TECHNICIANS. ·#PARTY TO ENUMERATE LIST OF ALL THE SPARES AND UNIT PRICE OF REPLACEMENT OF T HESE, IN THEIR QUOTATION. PAYMENT WILL BE DONE AS PER ACTUALS. NO SEPARATE LABOUR-CHARGES WILL BE PAID FOR THIS. ·#PARTY TO QUOTE ON LUMP-SUM BASIS FOR THE YEARLY MAINTENANCE. MAINTENANCE PERIOD SHALL START FROM THE DATE OF COMMENCEMENT OF FIRST ROUND OF QUARTE RLY CHECKS AND TEST OF THE SYSTEM. ·#THIS IS AN ACCOMMODATION COMPLEx, WHERE OCCUPANTS ARE WORKING IN THE SHIFTS AND AS SUCH MAINTEN ANCE, CHECKS ETC IN RESPECTIVE FLATS ARE TO BE CARRIED OUT AS PER MUTUALLY AGREED SCHEDULE. THIS SCHEDULE IS TO BE GIVEN AT LEAST 15 DAYS IN ADVANCE. ·#ALL SAFETY PRECAUTIONS SHALL BE TAKEN BY ALL THE STAFF WHILE DOING THE MAINTENANCE / REPAIR WORK OF THE GAS DIST RIBUTION SYSTEM. ·#THE CONTRACTOR SHALL MAKE SURE THE ARRANGEMENT TO PROVIDE OF GENUINE PARTS IN CASE OF ANY EMERGENCY. ·#MANDATORY REPLACEMENT OF SPARE PARTS WILL BE INCLUDED IN CONTRACT. DESCRIPTION : EACH BUILDING HAS INDIVIDUAL GAS ROOM WHERE MAIN MANIFOLD FOR CONNECTING GAS CYLINDER IS LOCATED. DOWN THE LINE FIRST-STAGE REGULATOR IS LOCATED ALONG WITH ELECTRICAL SHUT-OFF VALVE. THIS ELE CTRICAL SHUT OFF VALVE IS INTERLOCKED WITH FIRE PANEL AND SHUTS OFF GAS IN CASE OF FIRE ALARM IS INITIATED IN THIS ZONE. EACH BUILD ING HAS 40 APARTMENTS IN WHICH GAS LINE IS DISTRIBUTED UP TO A POINT IN THE KITCHEN.IN EACH KITCHEN FOLLOWING ARE INSTALLED : 1.#GA S CONSUMPTION METER 2.#ELECTRIC SHUT OFF VALVE ENERGIZED BY SWITCH AND INTERLOCKED WITH GAS LEAKAGE DETECTOR. 3.#THE SYSTEM IS TO BE MAINTAINED IN GOOD AND SAFE WORKING CONDITION, ALL THROUGH 24 HOURS 365 DAYS IN A YEAR, AS PER MANUFACTURER#S RECOMMENDATIONS, NFPA STANDARDS, CIVIL DEFENCE REGULATIONS. 4.#ALL CALLS FOR THE REPAIRS ARE TO BE ATTENDED IMMEDIATELY ALL THROUGH 24 HRS, 365 DAYS A YE AR, REQUIRED PARTS REPLACED AND IMMEDIATELY THE SYSTEM TO BE MADE HEALTHY AND WORKING. 5.#FOLLOWING ROUTINE CHECKS AND TESTS ARE TO BE CARRIED OUT. QUARTERLY CHECKS AND TEST. Ø#LEAK TEST AT WORKING PRESSURE ALL COMPONENETS OF THE SYSTEM INSIDE THE GAS ROOM. Ø#CH ECKING AND TESTING OF GAS LEAK DETECTION SYSTEM. Ø#CHECKING & TESTING OF EMERGENCY SHUT OFF SYSTEM. Ø#TO CARRY OUT REPAIRS IF REQUIR ED. Ø#QUARTERLY CHECKS AND TESTS SHALL BE CARRIED OUT AT THE BEGINNING OF THE QUARTER AND REPORT OF THE SAME SHALL BE FORWARDED TO E NGINEER IN-CHARGE. Ø#GENERAL VISUAL INSPECTION AND CHECKING OF TIGHTNESS ON MANIFOLD AND SYSTEM AT WORKING PRESSURE. Ø#CHECKING OF O PERATION AND TIGHTNESS OF FIRST STAGE REGULATOR AND PRESSURE REDUCING AND DISTRIBUTION LINES. Ø#TESTING OF DISTRIBUTION LINES FROM D ISTRIBUTION MANIFOLD TO KITCHENS AND UP TO MAIN VALVE AND DISTRIBUTION PIPES UP TO THE UTILITIES AT WOKING PRESSURE. Ø#TESTING OF GA S LEAK DETECTION SYSTEM. Ø#TESTING OF EMERGENCY SHUT OFF SYSTEM Ø#TESTING OF INTERLOCKS OF LPG SYSTEM WITH THE FIRE ALARMS SYSTEM Ø #TO CARRY OUT NECESSARY MAINTENANCE, CALIBRATION AND ADJUSTMENTS ACCORDING TO MANUFACTURER#S RECOMMENDATIONS, NFPA STANDARDS, CIVILDEFENSE REGULATIONS. Ø#TO FORWARD THE REPORT OF INSPECTION ON COMPLETION. PLANNED PREVENTIVE MAINTENANCE: ·#THE PRICE TO BE INCLUDE D PROVIDING FOUR PREVENTIVE MAINTENANCE VISITS (ONES EVERY 3 MONTHS VISITS) TO ENSURE TROUBLE FREE OPERATION AND TO MAxIMIZE THE LIF E OUR EQUIPMENT. THE PREVENTIVE MAINTENANCE SHALL BE CARRIED OUT IN ACCORDANCE TO THE MANUFACTURER#S RECOMMENDATION. ·#SERVICE TO BE CARRIED OUT IN THE PRESENCE OF DEWA CIVIL DEPARTMENT STAFF ONLY. BREAKDOWN CALL: ·#ALL EMERGENCY MAINTENANCE CALLS TO BE ATTENDED I MMEDIATELY 24x7 ROUND THE CLOCK 365 DAYS. ·#RESPOND TIME IN EMERGENCY, IF UNIT IS OUT OF SERVICE ARRIVAL TO SITE NOT MORE THAN 3 HOU RS. REPAIRS TO PLANT & EQUIPMENT: ·#IT WILL THE OBJECTIVE OF AGREEMENT THAT CONTRACTOR WILL PROVIDES ALL LABOR, NECESSARY FOR MAINTAINING THE EQUIPMENT IN GOOD OPERATING CONDITION, FURNISH REMEDIAL MAINTENANCE AND PROVIDES A TEAM ENGINEERS TO KEEP EQUIPMENT WORKIN G UP TO MANUFACTURER#S SPECIFICATIONS. PAYMENT TERMS ·#PAYMENTS TERMS SHALL BE QUARTERLY ON COMPLETION OF EACH MONTHLY PREVENTIVE MA INTENANCE VISIT AND BREAKDOWN VISIT AND SUBMISSION OF REPORT DULY SIGNED BY DEWA REPRESENTATIVE. GENERAL CONDITIONS ·#THE CONTRAC TOR AT DEWA WORK PREMISES SHALL FOLLOW DEWA SAFETY & ENVIRONMENT POLICY, RULES AND REGULATIONS DURING THE CONTRACT PERIOD. ·#THE CON TRACTOR SHALL CARRY OUT RISK ASSESSMENT FOR ALL HIS WORKS. THIS RISK ASSESSMENT SHALL BE FROM SAFETY AS WELL AS OCCUPATIONAL HEALTH CONSIDERATIONS. (DEWA FORMAT TO BE USED). ·#TOOLBOx TALKS SHOULD BE GIVEN TO THE WORKMEN BY THEIR SUPERVISOR, COPY OF WHICH SHALL BE GIVEN TO DEWA. ·#NO WELDING, FLAME HEATING OR CUTTING, GRINDING, PNEUMATIC CHIPPING, ETC. SHALL BE CARRIED OUT WITHOUT SPECIFIC CLE ARANCE FROM DEWA THROUGH "HOT WORK PERMITS". THE HOT WORK PERMIT IF REQUIRED SHALL BE OBTAINED ON DAILY BASIS. ·#THE CONTRACTOR SHAL L AT NO TIME KEEP INFLAMMABLE SUBSTANCES IN THE PLANT/WORK AREAS. ·#ALL HAZARDOUS WASTES SHALL BE MOVED UNDER DIRECTION FROM AND WIT H WRITTEN APPROVAL TO DEWA SPECIAL STORAGE AREA. ·#THE CONTRACTOR#S WORK WILL FALL WITHIN THE PURVIEW OF SAFETY SURVEYS CONDUCTED RE GULARLY BY THE DEWA SAFETY SECTION. ALL THE WORKMEN SHOULD WEAR NECESSARY PPES LIKE UNIFORM, SAFETY SHOES AND HELMET WHILE AT WORK. ·#ALL CRANES, VEHICLES, SPECIAL TOOLS OF CONTRACTOR SHALL BE INSPECTED AND TESTED BY CAPABLE AUTHORITIES AND CONTRACTOR SHALL PROVID E DEWA WITH COPY OF CERTIFICATES OF THEIR FITNESS BEFORE THEIR USE AT SITE. ·#ALL EQUIPMENT LIKE RIGGING TOOLS, GRINDING MACHINES, DRILLING MACHINES, HAND TOOLS, PRECISION TOOLS WITH ALL VALID TEST CERTIFICATES FROM 3RD PARTY LICENSED CERTIFYING AGENCIES SHALL BE PRODUCED BY THE CONTRACTOR. ·#ERECTION & USE OF SCAFFOLDING, USE OF LIFTING TROLLEYS SHALL BE CERTIFIED BY DEWA AUTHORIZED PERSONNE L AND SHALL BE SUPERVISED BY CONTRACT SUPERVISOR BEFORE ExECUTING THE JOB ON SITE. ·#ON A WRITTEN APPLICATION WITH RELEVANT PARTICUL ARS OF THE STAFF AND VEHICLES OF THE CONTRACTOR, DEWA WILL ISSUE TEMPORARY ENTRY PASSES FOR THEM VALID UP TO THE PERIOD OF CONTRACT WORK. THE CONTRACTOR SHALL APPLY FOR THE ENTRY PASSES FOR ENTIRE DURATION OF THE CONTRACT 3 DAYS IN ADVANCE WITH A xEROx COPY OF PAS SPORT WITH VALID VISA, 2 PASSPORT SIZE PHOTOGRAPHS AND IDENTIFICATION CARD ISSUED BY THE COMPANY FOR EACH STAFF, ADDITIONALLY WITH A COPY OF DRIVING LICENSE FOR THE DRIVERS AND A COPY OF VALID REGISTRATION CERTIFICATE FOR THE VEHICLES. ·#NO STAFF OR VEHICLES OF TH E CONTRACTOR WILL BE PERMITTED TO STAY IN DEWA PREMISES AFTER CLOSE OF WORK OF THE DAY.
