Request for proposals are invited for Comprehensive Inventory of Stockpiles of Hazardous Substances and Management.

Work Plan
In its proposal, the consultant is requested to provide a preliminary proposed project work plan covering all the activities, tasks, duration and schedule per task and allotted resources. It would also include milestones and critical steps requiring input by the project team. Once agreed upon, the plan shall be adopted and shall form the basis for project supervision and monitoring

The consultancy will encompass a thorough national inventory and assessment of stockpiles of hazardous
substances, types, volumes, and risks as defined in Decree No.5606 of Ministry of Environment (MoE),
Government of Lebanon and criteria identified in Annex 1 (Part 1 and 2) of European Unions- directive
2012/18/EU, along with the development of sustainable management and monitoring strategies. The scope will
include site assessments, material categorization, broad quantification, risk analysis, stakeholder engagement,
and policy formulation.
Task I: Inception report
Preparation of inception report comprising methodology, timeline, data collection approach, etc. before
initiation of detailed review. The inception report shall be prepared based on an initial review of current available
information with relevant agencies and work carried out/ being carried out by UNEP through GEF financed MED2
program and EU on hazardous substances in Lebanon, discussions/ consultations with key stakeholders and shall
be submitted for approval by UNDP.
Task II Desk review and mapping (review and mapping)
− National data review on hazardous substances: The consultant will conduct a detailed review and
compilation of existing information on hazardous substances and their stockpiles from relevant authorities/
sources, including government databases and past reports. The aim is to develop a comprehensive national
profile, detailing the types, quantities, and storage locations and stockpiles of hazardous substances. This
includes different sources of hazardous substances, as well as storage facilities at key locations like Beirut
International Airport, industrial sites, warehouses, etc.
