Tenders are invited for Construction and Equipment Project for four (04) High Schools and one (01) College of Excellence with Boarding School for young girls.
The Project comprises the following components:
Component 1 : Studies
This component concerns environmental and social impact reports and detailed preliminary design studies prepared respectively in 2020 and 2021 for middle and high schools.
It will not be the subject of a specific contract.
Component 2 : Civil works
The civil engineering works relate to the construction works of four (04) high schools and one (01) middle school which will be the subject of an Open International Invitation to Tender (AOIO).
The contracts financed under this component are essentially works contracts.
Component 3 : Furniture and Equipment
This component concerns the supply and installation of furniture and equipment necessary for middle and high schools. These are: (i) school furniture for classrooms, specialized rooms, computer rooms, language and arts rooms, multipurpose rooms, libraries, media libraries; (ii) furniture intended for administrative buildings, teachers' rooms, infirmaries; (iii) dormitory and restaurant furniture; (iv) computer, office automation, scientific, audiovisual and music equipment and accessories; (v) Sports equipment and accessories and (vi) Kitchen equipment.
The contracts financed under this component are essentially supply contracts and will be subject to Open International Tenders (AOIO).
Component 4 : Works control and supervision
Works control and supervision services include:
1. technical, administrative and financial monitoring of the execution of the works;
2. control of the quality of the work and the quantities implemented;
3. on-the-spot supervision of work on the site;
4. drawing up attachments and certifying statements;
5. assistance to the Project Management Unit (PMU) for acceptance of works.
The contract relating to this component will involve the recruitment of two (02) consultants for the supervision and control of the works and will be made according to the Selection Based on Quality and Cost (SBQC), national and international consultants retained on the list restraint.
Contracts financed under this component are essentially service contracts.
Component 5 : Environmental and social measures
This component takes into account all the measures recommended in the Environmental and Social Management Plan (ESMP) and which relate in particular to: (i) the development of green spaces on the Project sites; (ii) restoration of borrow pits; (iii) sensitization of workers and local populations on STI/AIDS during the works implementation phase; and (iv) implementation of the environmental and social monitoring program of the Project.
The contracts relating to this component will be:
· by direct agreement with the NATIONAL ENVIRONMENT AGENCY (ANDE) for monitoring the implementation of environmental and social measures;
· by recruiting firms approved by ANDE for the implementation of awareness-raising activities.
Contracts financed under this component are essentially service contracts.
Component 6 : Project Coordination and Management
Project Coordination and Management concerns the management, monitoring and coordination of project activities at the technical, administrative, financial and accounting levels. It takes into account the operating costs of the Project Management Unit (PMU) and the equipment of the PMU.
Procurement of other goods and services of this component necessary for operation will be done in accordance with the procedures of the Public Procurement Code of Côte d'Ivoire.
The contracts financed under this component are essentially contracts for works, services and supplies.
Component 7 : Institutional Support
This involves institutional support consisting of the organization of continuous training seminars intended for the staff of the Ministry of National Education and Literacy, in particular the supervisory staff and the staff administration of schools
The contract relating to this component will involve the recruitment of a consultant for continuing education, will be carried out in accordance with the procedures of the Public Contracts Code of Côte d'Ivoire

Component 8 : Financial and technical audit
