Ground Truth Solutions seeks the services of an independent consultant(s) to inform affected communities of the results of a study exploring affected people-s perceptions of humanitarian aid provided after the 14 August 2021 earthquake in Haiti. This study is part of a project implemented by GTS in partnership with The New Humanitarian and funded by the H2H Network.

To achieve this, we collect feedback frompeople at the receiving end of aid. We challenge and support aid agencies to use this feedbackto optimise their work. We help agencies to understand and communicate the resulting insightback to affected communities. We work with policymakers, governments, and aid agencies tobring about the change we want to see.

The Consultancy

Ground Truth Solutions (GTS) seeks the services of an independent consultant(s) to inform affected communities of the results of a study exploring affected people-s perceptions of humanitarian aid provided after the 14 August 2021 earthquake in Haiti. This study is part of a project implemented by GTS in partnership with The New Humanitarian and funded by the H2H Network.

This consultancy aims to hold community meetings to communicate the findings and recommendations to aid providers based on two rounds of data collection involving a quantitative phone survey in September-December 2021 and qualitative interviews in January 2022. A report outlining the findings of the study was completed, which touched upon themes of respect, participation, transparent information, and empowerment. We conducted a workshop with aid providers to develop actionable recommendations based on the findings. The next phase of the project aims to “close the feedback loop” by going back to affected people to inform them of what we found and what will be done by aid providers in response to their feedback.

Methodology

Target group - Target groups for the communication include community leaders, community members, people with disabilities, men and women affected by the 14 August 2021 earthquake. Both aid recipients and non-recipients will be included.
Geographic scope - Areas affected by the 14 August 2021 earthquake and sampled by GTS for the qualitative interviews: Les Cayes and/or Port-a-Piment. Exact locations will be determined after discussion between the consultant and GTS.
Frequency - 2-4 community meetings total
Scale -- The target number of participants per meeting will be determined in collaboration with GTS.
Timeline - The community consultations will be completed within a span of two (2) weeks. Alternative timelines may be approved after discussion between the consultant and GTS.
Scope of work

Attend orientation meetings with GTS
Develop a strategy for community consultations in collaboration with GTS
Co-design communications materials to present to communities based on the main findings of the study
Identify target groups and communities to participate in community consultations
Organise the logistics of community consultations
Present the findings of the study to affected communities
Collect the feedback of affected communities in response to the findings
Deliverables

Plan outlining appropriate community consultation strategy
Notes and pictures taken during 2-4 community consultations
Brief written summary on activities and community feedback to the findings
Possible: short video clips of one-on-one interviews and B-roll material
Level of effort

Anticipated level of effort is 6-8 working days

Drafting methodology in consultation with GTS: 1 day
Communication, planning: 1-2 days
Conducting community meetings: 2-3 days
Analysing findings: 1 day
Writing short summary of findings: 1 day
Timeline

It is anticipated that all tasks will be completed by 31 July 2022. A detailed work plan will be agreed upon at the beginning of the consultancy.

Relevant experience & skills:

Essential:

A strong and proven background (e.g., through prior publications) in international development or humanitarian action
Familiarity with the context of Haiti, preferably with experience working with the humanitarian response and communication with communities
Proven research skills, including qualitative data collection and analysis
Excellent analytical and reporting skills.
Fluency in written and spoken English
Desirable:

A degree in Social Sciences, International Development, Public Health, Humanitarian Action, or any other related area of study/equivalent experience.
Experience working with humanitarian organisations.
Fluency in Creole and French. Alternatively strong networks within Haiti that can assist with logistics and translation as needed.
