Description: Rapid urbanization and exploding consumption of plastic products and packaging, combined with inadequate local waste management infrastructure, has resulted in large quantities of mismanaged waste. Meanwhile, there is a significant financing gap to address plastic pollution and achieve a circular economy, ranging from USD 426 billion to USD 1.2 trillion by 2040 globally. The funding shortage is estimated to be $24-$40 per ton in the plastic recycling value chains of five Asian countries that are most affected by ocean plastic pollution: China, Indonesia, the Philippines, Thailand, and Vietnam.
With this funding gap in mind, the World Bank is seeking a firm to conduct an analytical study on financial mechanisms for plastic waste management. The objectives of this work are :
· (1) Enhance the knowledge about financial mechanisms and instruments for plastic waste management, and more broadly for circular economy and sustainability; and
· (2) Inform the development of the Regional Guidebook on Financial Mechanisms for Investments in Plastic Waste Management under the World Bank financed Southeast Asia Regional Program on Combating Marine Plastics SEA-MaP).
The scope of work includes three main deliverables: (1) a stocktaking report analyzing existing and emerging funding mechanisms, financial instruments, fiscal/economic instruments, and blended instruments in plastic waste management; (2) an analytical report assessing the identified instruments with recommendations for policymakers to mobilize finance; and (3) consultations with relevant stakeholders including government officials, public contributors, private sector investors, communities, and other relevant parties.
The assignment is being undertaken while the Intergovernmental Negotiating Committee (INC) negotiations are ongoing to develop an international legally binding instrument to address plastics, including in the marine environment, which is expected to be adopted by the end of 2024. Financing is a critical topic in the negotiations. The study and deliverables should reflect the emerging INC discussions, and potentially help to inform the negotiations.
