About Feed the Future Rwanda ModAg Activity
The purpose of the Modernizing Agriculture Activity is to support increased agriculture productivity and income, access to finance and markets, and access and consumption of nutritious food products in Rwanda, while increasing the resilience of the agriculture and food systems to the changing climate. ModAg has four Intermediate Results (IRs):
1) Sustainably Increase Agricultural Productivity;
2) Access to Finance for Farmers & Agribusinesses Increased,
3) Improve Producers- Market and Nutrition Outcomes and
4) Strengthen the Enabling Environment to Foster Market Driven Agriculture.
Overview of the Assignment
a. Background
Food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life.” (World Food Summit, 1996). It has four dimensions: i) Food Availability: The availability of sufficient quantities of food of appropriate quality, supplied through domestic production or imports (including food aid); ii) Food Access: access by individuals to adequate resources (entitlements)for acquiring appropriate foods for a nutritious diet. iii) Food Utilization: Utilization of food through adequate diet, clean water, sanitation and health care to reach a state of nutritional well-being where all physiological needs are met and iv) Food Stability: To be food secure, a population, household or individual must have access to adequate food all the times. They should not risk losing access to food as a consequence of sudden shocks (e.g.: economic or climatic crisis) or cyclical events (e.g.: seasonal food insecurity). The concept of stability can therefore refer to both the availability and access dimensions of food security.
Under IR 3, ModAg will expand farmers- access to markets while increasing access and availability of safe and nutritious food for Rwandan consumers. Most Rwandans have limited knowledge and access to safe, affordable, and nutritious food. At present, Rwanda-s agriculture sector is limited by market inefficiencies, including farmers' access to information on consumer preferences, and the prices offered at the market for the products they grow. In regards to nutrition, the average consumer in Rwanda has limited dietary diversity, with access to few affordable nutritious food products. The Activity will work to promote increased availability and consumption of nutritious foods, by using a market systems approach to support the private sector to develop and supply nutritious products and to generate demand by helping to educate and change consumer behavior through the following sub-IRs:
3.1: Improve farmers- access to profitable markets,
3.2: Improve access and use of Post Harvest Handling technologies and infrastructure,
3.3: Increase availability and demand for nutritious food products and
3.4 Improve value additions capacity for food processing that supports healthy diets.
b. Assignment Description
ModAg will engage a short-term consultant to analyze approximately 30 value chains and/or processed food products, identifying approximately 10 “quick-win”/priority value chains from that list that ModAg can prioritize during Year 1 of implementation.
The analysis may cover biofortified grains and pulses, and horticultural crops (vegetable & fruits), including but not limited to amaranth, beetroot, cayote, onion, eggplant, cabbage, mushroom, green pepper, red/hot pepper, speeder plant, squash, carrots, peas, okra, pumpkin, garlic, watermelon, pears, mango, avocado, citrus, passion fruits, tree tomato, papaya, and pineapple. Note, the analysis will not include animal source foods. The consultant may also recommend any other commodity that could serves as a potential focus area for the activity based on their analysis.
ModAg seeks to prioritize those value chains which have the greatest potential impact on increasing smallholder farmer incomes, MSME (value-addition market actor) profitability, and nutrition outcomes. The consultant will methodologically identify relevant market actors and analyze market opportunities and constraints for each value chain. The analysis should include consideration of gender, social inclusion, and climate smart agriculture. ModAg will use the outputs of this assignment to develop facilitative market interventions.
c. Task Duration
The STTA is anticipated to be up to 25 days, including a combination of desk research and meetings with stakeholders, and report writing.
Deliverables:
The consultant will provide the following deliverables:
A workplan within 5 days of contract signature with an outline of the proposed methodology and criteria, a workplan of specific tasks, and 30 proposed value chains/processed food products to be analyzed. Indicative criteria/relevant data points include (but are not limited to) price trends, volume flow, consumer demand trends, nutritional benefits, inclusion potential, etc.
Draft report based on desk research. The desk analysis should review (but not limited to) and leverage existing primary data from relevant USAID/other donors/government reports covering the 30 value chains. The draft report should include a proposed list of stakeholders to meet (if necessary) for primary data collection.
A draft final report outlining the following:
Full list of 30 value chains/process foods being analyzed
Methodology and criteria used for identifying profitable (high value) and nutritious value chain/processed foods (“quick-win” priorities)
10 recommended/priority value chains/processed foods, with evidence for each recommendation and key market actors
For those value chains/foods not recommended, evidence for why they are not recommended
4. Presentation (using PowerPoint) of the draft report results to ModAg staff
5. Final report incorporating feedback from ModAg staff
The consultant will collaborate with ModAg staff who will support the development of selection criteria and the organization of data collection from stakeholders at National and district levels (as necessary). (Basis guiding principles: High Value and Nutritious-Keep; High Value not Nutritious-discuss; Nutritious not High Value-drop out).
The outputs should be written in English. The final report should be approximately 25-30 pages.
Qualifications:
Master-s degree in agriculture, agricultural economics, international development, business or related field is preferred. Or, bachelor-s degree and an additional five years of relevant experience.
A minimum of 10 years of work experience in agricultural value chain development, agribusiness with 5 years of experience in market access analysis and development
Research experience required, preferably conducted for development programming, with practical implications.
Experience in identifying opportunities for value chain and nutritious food development, including promoting market linkages and increased access to markets at the processor and household level.
Proven understanding of agriculture to nutrition pathways- programming and dynamics (Food production, income/market, gender/women empowerment, consumption and health outcomes).
Acquainted with agricultural and rural development conditions in emerging markets. Priority will be given to knowledge of Rwandan market conditions.
Experience in value chain methodologies and techniques, market and food systems development; nutrition promotion, monitoring/evaluation, and other relevant areas;
Experience working with USAID and other donors
Excellent written and oral communication skills
Rwanda-based candidates an advantage but not required
