Cambodia has made significant progress in improving access to education over the past decades. The national net enrollment rate (NER) for primary education rose from 84 percent in 2001 to 95 percent in 2023. Despite progress in the NER; the quality of basic education remains relatively poor and has improved only marginally during the past decades. National learning assessments (NLAs) of students conducted by the government during this period show persistently low scores in literacy and numeracy tests. Cambodian children-s academic competence is behind the children from other countries in the region. Cambodia-s poor learning outcomes are attributed to several factors; including reduced learning hours and low teacher capacity. Many schools operate in double shifts; but even in single shift schools; students do not receive adequate instruction time as teachers practice teaching only for three to four hours per day. Teacher capacity is also relatively low in Cambodia as a relatively small share of teachers have bachelor-s degrees or higher.Over the past two decades; the Cambodian government has implemented several interventions to address these issues; including the expansion of school construction and the development of a teacher policy to conduct quality teacher training and improve working conditions of teachers. In 2015; the Ministry of Education Youth and Sport (MoEYS) adopted the Teacher Policy Action Plan (TPAP); a comprehensive; and wide-ranging teacher reform framework; to improve the quality of basic education and learning outcomes. However; since its enactment there has been no comprehensive assessment of the impact of the reforms that have been implement. The World Bank is supporting the MoEYS to assess the relation between the relatively short curriculum (3 to 4 hours per day) and student learning through a Schooling Deprivation Rapid Assessment. Moreover the World Bank will assist the MoEYS to assess the impact of teacher reforms that have aimed to improve teacher quality and student learning outcomes and to identify priority reforms for further improvements through a Teacher Reform Study. The proposed Consultancy for implementing the Teacher and School Survey (2023-24) aims to collect data for both the Schooling Deprivation Rapid Assessment - and the - Teacher Reform Study.The main activity of the Teacher and School Survey (2023-24) is to conduct a survey at 150 primary schools to assess the extent to which teacher reforms; implemented over the past 10 years; have been effective in improving teacher quality; and what additional reforms are required to further improve teacher quality. The survey will cover a range of topics related to teacher quality; including salary increases; second jobs; and time spent teaching; as well as in-service training opportunities; teacher motivation; incentives to teach at disadvantaged schools and community participation. These terms of reference are for a consultancy contract covering the tasks of (1) piloting the survey instruments; (2) developing a data entry package; (3) carrying out a teacher and school survey at 150 primary education schools in all 24 provinces; (the survey will include interviewing teachers; principals; community representatives; conducting teacher exams; checking teacher attendance and conducting classroom observations); and (4) establishing a database for the analysis of the collected information from all 150 schools and entering data for each school surveyed. The survey instruments will be drafted by the World Bank team in English and provided to the consultant. This survey is in part replicating a survey conducted in 2012; and therefore it will be critical to (in part) apply the same questionnaires; data collection methods and sampling methodology.
