1. Background

The Africa Centers for Disease Control and Prevention Regional Investment Financing Project (ACDCP) believed to strengthen disease surveillance, prevention, and emergency response systems across the African continent.

The ACDCP's program is in line with the World Bank's Country Partnership Frame works (CPFS) for Ethiopia and Zambia. Improving the quality, equity and accessibility of healthcare services. The benefits of the initiative extend beyond national borders, strengthening disease surveillance and response systems in Ethiopia and Zambia, as well as the Horn of Africa and Southern Africa region.

The EPHI data-management center will assist the ACDCP with data-sharing, illness surveillance and reporting, integrated data analysis, evidence translation, and database creation. As a result, in order to meet the focus of ACDCP tasks, the National Data Management Center's Data Analytics and Visualization Unit has highlighted research on Validating and Improving Seasonal Climate Suitability for Malaria Transmission Tool. In line with this, the EPHI data-management center intends to recruit a team of consultants (maximum of six persons) to conduct research titled "Validating and enhancing seasonal climatic appropriateness for malaria transmission tool." The findings of this study will help the Ethiopian Ministry of Health make decisions on the country's National Malaria Control, Prevention, and Elimination program.

2. Research/consultancy Objective

The objective of the consultancy services is to enable the country to have well strengthened seasonal climatic appropriateness for malaria transmission tool that supports the malaria Control and health service communities for their planning and operational activities as well as designed GIS-based Monitoring and EarlyWarning System of infectious disease.

The specific objectives are:

To give historical overview of existing malaria early warning tools.
To validate seasonal climatic suitability for malaria transmission tool against epidemiological data.
To identify number of suitable months for malaria transmission.
To examine relationship and effect of climate and malaria case.
To identify lag time between the malaria transmission suitability and expected cases.
To project number of suitable months for malaria transmission using GCMs/ RegCMs
To identify current and future malaria risk areas.
To sort out possible knowledge gaps in coping with malaria induced mortality and morbidity reference to climate information.
To quantify the devastating impact of malaria on the economy of the country.
To validate analogue forecasting techniques for malaria outbreak for recent years.
To map future trends of climate parameters that induce malaria outbreak.
To identify possible climate threshold based on case occurrence.
To generate, process, store, analyses, visualize, and disseminate geospatial products to platform
To capacitate GIS and health related experts
To build spatial and temporal disease surveillance and disaster risk warning systems
To validate Geospatial products
3. Scope of the research/consultation

The impact of malaria, in addition to its health consequences has significant impact on social and economic development in the country. In the absence of good epidemiological data on malaria distribution in Africa, climate information has long been used to develop malaria risk maps. Thus, evaluating the potential of climate-based disease early warning as a means of improving preparedness for and response to epidemics. As mentioned above, this consultation work encompasses assessment of existing climate based early warning systems, evaluate existing the performance of Seasonal climatic suitability for malaria transmission tool against epidemiological data, project suitability of climate, generate and disseminate evidence for end users as well as web based geospatial service.

In general, the consultant work should include the following but not limited to:

Consult all available works on existing malaria early warning tools in Ethiopia and worldwide and make a literature review.
Assess what lacks in the existing tool and able to come up with new findings.
Collect relevant data on meteorological and epidemiological data from relevant organizations including meteorological data from the Ethiopian Meteorology Institute and epidemiological data from Ethiopian Public Health Institute National Data Management Center.
Validate seasonal climatic suitability for malaria transmission tool against epidemiological data.
Project number of suitable months for malaria transmission using GCMs/ RegCMs.
Carry out detail validation of the tool against epidemiological data and future climate suitability scenario need to be developed. At least synoptic and principal station data need to be used for the research
Analysis need to be done at district level.
The research report should have introduction, literature review, methodology, discussion and result parts. It should follow standard scientific research reporting techniques.
Assess the devastating impact of malaria on the economy of the country.

4. Duration of the work

The consultancy/research work will take place 120 working days with interval between main milestones.
5. Minimum qualification requirements

The consultant is expected to have:

At least Master's Degree in Climate Science, Meteorology science, Agro Meteorology, Biometeorology, Atmospheric Science, GIS, Remote Sensing, Hydrology and Water Resources or related discipline with at least 10 years of professional experience in the area. Holding a Ph.D. Degree is a plus
Proven experience in climate observations, climate outlook and early warning systems, fundamental climate research and its nexus with health.
Proven experience of Geospatial tasks is mandatory.
Proven experience in strategy formulation, policy planning, proposal writing, baseline/end line assessment and facilitation of high level consultation events.
Proven excellent communication and writing skills with at least 5 years' experience in participatory consultative process involving various stakeholders.
Knowledge about National Malaria Control, Prevention and Elimination program and Ministry of Health rules and regulations, Ethiopian Meteorology Institute products and services based on the tool, Mandate of National Data Management Center for Health.
A team of consultants from Climate Science, Agro-Met, Hydro-Met and Atmospheric Science with clearly defined roles is preferable for the work Previous engagement/cooperation with operational forecasting centers like Ethiopian Meteorology Institute, ECMWF and ICPAC is an advantageous.
