Key evaluation criteria and lines of inquiry

The consultant is expected to use evaluation criteria that respond to the relevance, effectiveness, efficiency, partnership and coordination sustainability and impact in general, taking into account the following key questions:

In assessing project relevance, questions to be answered are as follows:

Is the nutritional status of households improving because of the intervention?

Is the primary household income of the community improving as a result of the intervention?

Were the trainings relevant to the communities? Were the trainings appropriate and well timed?

Did the project meet the basic needs of the beneficiaries?

Did the training courses offered meet the market/labor needs?

What projects within the programme worked, and what did not? How should the program change in order to achieve the objectives?

In assessing the effectiveness of the program- questions to be answered are as follows:

Were the planned and revised activities (since the COVID pandemic in March of 2020) and results achieved?

Were the assumptions and risks envisaged realized?

What were the roles of the community, particularly women, local authorities and other stakeholders during the specific projects, planning, implementation and monitoring?

What was the effect of the services (WASH, farming, community projects, etc.) on the beneficiaries, their families, and their community?

What were the major barriers and challenges for the program team in implementing the project?

Were the targeted project beneficiaries able to effectively access the services of the project?

Examining the program achievement of wider effects (Impact):

At impact level, the endline evaluation should make an analysis of the following aspects:
o Extent to which the objectives of the project have been facilitated /constrained by external factors

o What impact did the program have on the communities?

The assessment should also show evidence on how the programme changed in response to the context. Using the results provided from a household survey, a comprehensive qualitative study should be conducted to understand the “why” behind the quantitative results. **

Additional Lines of Inclusion

Lessons and recommendations: In the assessment of the criteria above, the evaluation methodology and report should place emphasis on lessons learnt and recommendations for future programming.

In addition, further information regarding current needs, agro activities and market infrastructure should be collected for baseline information for future programming design in the potential targeted areas.

Methodology:

The consultant is expected to propose and design the methodology for conducting the evaluation. Both primary and secondary sources must be used to generate data and information that are relevant to the project. A mix of qualitative and quantitative methods such as surveys, focus group discussions and in-depth interviews with key informants, case studies and success stories of beneficiaries and observation of the system will be used to collect primary data. Surveys and interviews are expected to take place at all program sites with the communities themselves when possible, as well as other stakeholders. If needed, DRC and ACF will provide telephone/skype services to communicate with communities, in the event that the consultant is not able to access the areas. In the methodology, the Consultant must state how he/she intends to gather or collect data /information from areas that have challenges to access.

DRC and ACF will assist the consultant in linking them to networks needed to help facilitate logistics. However, the consultant themselves will be expected to arrange and pay for their own accommodation and transport. In addition, the consultant will be responsible for recruiting and hiring any enumerators they may need.

Deliverables:

Data collection tools: These should be submitted to the designated management staff prior to data collection phase. This should be a comprehensive set of qualitative and quantitative tools to collect all key information necessary to meet the evaluation criteria.

Draft final report. (See Annex A for layout and contents). In meeting the evaluation objectives and addressing the evaluation questions, the draft final report should synthesize the findings and conclusions into an overall assessment of the project and recommendations of future interventions. The consultant will also present the draft findings to relevant stakeholders and collect comments. These comments will be addressed in the final report. The report should be consolidated from the receipt of the consolidated comments.

Final report with the same specifications as mentioned under 2 above, incorporating any comments received from concerned parties on the draft report to be presented within 5 days of the receipt of the comments.

The Consultant will provide regular updates to DRC / Livelihoods Team concerning the completion of the above outputs. S/He shall likewise report to the Country-and State- level MEAL Managers and DRC and ACF Livelihoods Managers for any planning, technical, and coordinating issues that may arise in relation to the above.
