ADRA Ethiopia is a Non-profit, Non-Political and Non-Governmental International organization which has been operational in Ethiopia since 1982 and has been implementing wide range humanitarian and developmental programs (Education, Agriculture, WASH, and livelihood, Renewable Energy and Capacity Building of Government and Non-government Stakeholders) in different regions and at federal level. ADRA Ethiopia-s Strategic Plan is in line with the SDGs and concentrates on poverty reduction by implementing sustainable development projects which focus on building the capacity of individuals and communities.

ADRA Ethiopia in partnership with ADRA Germany has been implementing a three year Green Energy TVET project to contribute towards the government effort in the TVET sector focusing on productive youth and job creation in the renewable energy sector. The overall objective of the programme was - Improving livelihoods and creation of employment opportunities for disadvantaged youth in the regions of Oromia and Tigray through integration of innovative “green energy” vocational training within the existing TVET institutions. Contribution to employment promotion in line with localised SDG 8, which is funded by the German Federal Ministry for Economic Cooperation and Development - is to support the establishment of technical and vocational education and training in the field of renewable energy, thereby facilitating employment promotion of Ethiopian young citizens in Adama city Administration of Oromia Region and Mekelle City Administration of Tigray Region.

Given this brief background, ADRA is pleased to invite qualified and experienced (in similar/ related study) consultancy firms (legally established & registered in the country) or qualified freelance to submit their SERVICE PROPOSAL (financial and technical documents separately) to conduct an End-line study for the project titled “Green Energy TVET Project “

This End-line Evaluation study is expected a) to Measure the extent at which the project has contributed to the integration of solar PV installation, operation and maintenance discipline into the national TVET qualification framework b) to assess the status of technical infrastructure organized for solar PV system training and the developed capacity of the trainer c) to examine the contribution of solar PV installation, operation and maintenance training in resulting with job creation and employment opportunities for the graduates. d) To evaluate the contribution of the project in linking TVET colleges with solar industries and finance institutions, and e) assess the impact of the project in introducing and promoting the new innovative green energy TVET and solar energy.

ADRA Ethiopia, the implementing NGO would like to invite all interested and qualifying firms and individuals who intend to participate in this open call, to collect the TORs (Terms of References) by paying non-returnable 200.00 Birr.
