1. Introduction and Background:

CARE Palestine (WBG) together with its local partners, the Applied Research Institute - Jerusalem (ARIJ) and Birzeit University-s Center for Continuing Education (CCE) is implementing a three-year project entitled, ‘My Economic Empowerment, Our Future - DUROOB-, that aims to economically and socially empower vulnerable women and youth (female and male) in the West Bank. The project intends to directly reach 5, 704 (3, 013 women and 2, 691 men) people and indirectly benefit to 211, 448 people.
Four inter-related outcomes are targeted: Outcome 1: Gender-specific barriers to entrepreneurship for women and female youth in traditional and non-traditional sectors in the West Bank are reduced. Outcome 2: Agency and business opportunities for enterprises, including start-ups and cooperatives, particularly those led/owned/managed by women and female/male youth, are enhanced to enable them to successfully establish, sustain or grow their businesses in the West Bank. Outcome 3: More profitable and meaningful engagement of female and male farmers in selected agriculture value chains (VCs) in the West Bank is promoted. Outcome 4: Capacity and knowledge of selected CARE country offices (COs), partners, and other internal stakeholders on women-s economic empowerment (WEE) has increased and is reflected in CO/partner/stakeholder plans, approaches, or practices on the ground.
In order to fulfill DUROOB-s goals and objectives, CARE intends to implement a media campaign at the community and national levels, which will raise and challenge perceptions and attitudes that exacerbate women-s economic exclusion. Through this campaign, CARE will create and feature a number of videos that highlight the challenges that Palestinian women face, particularly in the economic sector, and will leverage the campaign to widely confront (or challenge) the existing stereotypes about the role of women in traditional and non-traditional sectors. CARE will design a set of policy asks to be highlighted throughout the campaign. The policy asks will be shared with the assigned vendor, once the awarding takes place.
Goal and Objectives of the assignment:
The goal of the assignment is to highlight the role of women in the Palestinian economic sphere and advocate for more inclusion and visibility, through highlighting and raising awareness of CARE-s policy asks.
The objectives of the assignment will be;
• To prepare an advocacy campaign plan with activities and key messages that further inform and compliment the objectives of the project, align with CARE-s advocacy strategy, identify and track target audience and define advocacy media channels and tools.
• To amplify the voices of Palestinian women on issues affecting them in economic life and support needed to increase their accessibility and equitable participation in the economic sphere
• Document success stories of role models entrepreneur, their challenges and celebrate their success of overcoming social barriers.
• highlight men-s role in supporting women and youth involved in non traditional sectors and entrepreneurship.
• To challenge perceptions and attitudes towards women and female youth economic participation, involvement in entrepreneurship, and working in non-traditional sectors.
• Raise awareness on women-s economic rights and economic roles by producing a short animated video clip and infographics. As well as, on the importance of women role in the economic life, amplify their voices through facilitating and liaise with decision makers to achieve more incentives to increase their role and visibility in the economic sphere.
2. Tasks :
The assigned consultant/firm will be responsible for the following tasks:
• Highlight CARE-s advocacy asks throughout the campaign and carry out an advocacy plan with clear objectives and activities approved by CARE.
• Innovative media pieces that outline and address/ challenge the barriers/obstacles/challenges facing women and female youth entrepreneurs. The aim is to increase the awareness and support of men and boys and present it in an innovative way. (Challenges facing women entrepreneurs could include but not limited to inheritance rights, economic rights, control over resources, separate bank account, access to market information.)
• Influential women and men, along with social media influencers (who are identified by the consultant/firm and approved by CARE) will be engaged in short spots and audios to support and reflect on the challenges related to women access to resources and to influence public attitude to be more supportive to women and female youth entrepreneur rights to access economic resources.
• The campaign will be launched through using different ways which impact the public, engaging social media influencers or positive influencers at the community level, media people, ministries (MoWA, MoNE, Chambers of Commerce COC-s in the target areas, women-s rights organization, and religious men and women through the Ministry or outside the Ministry )
• All materials and products are to comply with CARE branding standards.
Deliverables expected:
The following deliverables expected to be delivered, the consultant/ consultancy firm can propose any other related product that can benefit the campaign objective and influence target audience:
• Advocacy plan include round table discussion, policy papers and workshops: the advocacy asks that will lead the campaign will provide by CARE team after selection of the consultant/ consultancy firm.
• Two Press Releases (PRs) at the beginning of the campaign explaining the objectives and targets of the campaign in both Arabic and English and to be shared with media outlets. The second Press Release is to conclude the campaign, its successes and impact- this PR is also to be written in Arabic and English, and is also to be shared with the media outlets.
• Animated clips, infographics and documentary based on the advocacy plan and issues raised by the plan
• Role models: to focus on women in nontraditional sectors, women success and family support, the nomination of the role models will provided by CARE team.
• TV and Radio spots to raise the advocacy messages and themes raised by the advocacy plan.
• Managing and developing of social media page: to prepare materials and posts related to the adv
