Request for proposals are invited for Consultancy Services - Monthly Payroll, Social Security & Tax Calculations
SCOPE OF WORK
A. The Selected Advisory firm shall demonstrate experience and knowledge in legal consultation on companies
and organizations taxation specially the calculation of tax at source to be deducted from staff salaries based
on prevailing salaried slabs under labor laws in KRG and Federal Iraq. The selected firm shall also present
the authorized licenses to perform the service as licensed practitioners.
B. Proposals shall address the following areas:
(One-Time assignment/Tasks as 1st
Phase services)
 Assessment/Review:
i. Review the organization-s existing payroll setup.
ii. Review and audit previous related payroll deductions such as tax withholdings, social security and
other required deductions for the organization-s employees in the KRG area and the Iraqi Central
Government area and all required submissions made to authorities.
 Evaluation/Identify gaps:
i. Identify gaps based on the above performed reviews.
ii. Develop a corrective action plan based on the identified gaps.

 Provide an Assessment Report on Review
i. Provide a written report for management to review findings and identified gaps.
ii. Provide advisory opinion by recommending next steps or corrective action plans.

 Provide Ongoing support including: (Retainer ship Services/Tasks as 2nd Phase services)
i. Generating project wise payroll data through a system generated/e-payroll mechanism.
ii. Assembling monthly calculation of related payroll deductions such as tax withholdings, social
security and other required deductions for the organization-s employees in the KRG area and the

Iraqi Central Government area with all required paperwork for submission to authorities.
iii. Process annual tax assessment paperwork to reconcile monthly/quarterly payment declarations
with year-end liabilities.
iv. As necessary and authorized, represent HAI to relevant government authorities; and
v. As necessary and authorized, provide ad hoc advisory services on other tax matters related to
compliance with Iraqi law.
C. HAI will evaluate bids based on the firm-s ability to meet the description of services needed, total cost of
services for assessment phase and retainer ship costs for 1st year, experience/reputation for providing tax
advisory services in Iraq, customer support history, and favorable contractual terms.
D. Preference will be given to firms that provide services for both KRG and Federal (Baghdad, Kirkuk, Mosul &
Basra). The selected firm would enter into a contractual relationship with HAI initially for six months; however,
all services requested by HAI would be done on an “as needed” basis to support operations.
E. No revenue is guaranteed from this contract and HAI reserves the right to use other vendors, if necessary.
Proposals should include the following information:
i. Profile of the firm and Curriculum Vitae of associated Advisors/Consultants.
ii. Demonstration of experience in handling the range of tax issues described above.
iii. All proposals shall provide sufficient pricing detail to permit a reasonable analysis of the bidder-s
proposal. Firms can include pricing based on per hour, per payroll cycle, per month, or other pricing
model.
iv. List of clients with contact information for at least two international organizations/companies who could
speak to HAI about the firm-s experience.
v. Illustrative examples of the firm-s recent experience (last 12 months) handling complex tax compliance
issues for clients.
vi. Draft of a firm-s engagement letter or services contract including the full name of the authorized
signatory; and
b). other relevant information as deem necessary to review overall process
